AT&L - What’s DAWIA?

The Defense Acquisition Workforce Improvement Act (DAWIA) was initially enacted by PL 101-510 on 5 November 1990. Most of the Act was codified in 10 USC 1701-1764. It has been amended a few times since enactment: extensive changes were made in 2003 (so extensive in fact that some have called the 2003 changes “DAWIA II”.)

Congress intended that DAWIA would “improve the effectiveness of the personnel who manage and implement defense acquisition programs. As part of the fiscal year 1991 Defense Authorization Act, it called for establishing an Acquisition Corps and professionalizing the acquisition workforce through education, training, and work experience. While the Act applied to both civilian and military personnel, it emphasized the need to offer civilians greater opportunities for professional development and advancement.”1
