 Major Actions Taken to Date:
  • Total Army Civil Works obligations to date are $966.9 million (21% of $4.6 billion), including $872 million for new contracts and new work orders against existing contracts. Last week, the Corps obligated $82.9 million of Civil Works Recovery Act funds, while awarding 126 contracts and work orders, increasing cumulative contract actions to 1058.
  • Atlantic Intracoastal Waterway, NC: On 6 August, 2009 the U.S. Army Corps of Engineers, Wilmington District, awarded a contract in the amount of $5,476,265.00 ($2,525,567.89 ARRA funded), to dredge in the Atlantic Intracoastal Waterway from Bear Inlet to Shallotte Inlet, North Carolina. The contract was awarded to Southwind Construction Corporation of Evansville, Indiana. The work is important to maintain safe navigation for commercial barge traffic, commercial fisheries, and public use of the waterway for mariners. The timing of the work is determined by environmental restrictions on the timing of dredging to protect submerged aquatic vegetation, endangered marine species, and habitat for larval fish. The work may begin no sooner than November 16, 2009 and must be completed by 30 April, 2010.
  • Inland Waterway, Delaware River to Chesapeake Bay, DE and MD: On Aug. 6, the U.S. Army Corps Of Engineers, Philadelphia District, awarded $262,000 in ARRA funds to Kingfisher Environmental Services, Inc., Elkton, MD, to repair/fortify the sheet pile bulkhead at Town Point Wharf in Elk, Md. The wharf is located at the confluence of the Chesapeake and Delaware Canal and the Elk River. The work will extend the life of the sheet pile wall, which will minimize the loss of soil behind the bulkhead, and subsequently protect life and property. Work will begin on or about Aug. 18 and be completed by February 2010.
  • Houston-Galveston Navigation Channel, Galveston Channel Deepening, Galveston County, Texas, Pipeline Dredging: On 5 August 2009, the U.S. Army Corps of Engineers, Galveston District, awarded a $12,952,200 ($9,714,150 ARRA funds) contract to King Fisher Marine Service, LP (Large Business) of Port Lavaca, Texas. The ARRA funding will be used for the removal of approximately one million cubic yards of new work dredging of the Galveston Channel from Stations 8+031.53 to Station 0+500, and the construction of the following features at San Jacinto Placement Area: mechanically constructed levees, construction of hydraulic fill berms, installation of new drop-outlet structures, rehabilitation of existing drop-outlet structure, removal and backfill of existing weir, installation of stone protection templates. The work will deepen the Galveston Channel to authorized depth. The long term benefit is for navigation of the vital Houston-Galveston Navigation Channel.
  • Arkansas River Critical Spare Parts Warehouses, AR: On 5 August, the U.S. Army Corps of Engineers, Little Rock District, awarded a $2,054,719 contract to Pangea of St Louis, Mo. The ARRA funds will be used to construct critical spare parts warehouses in Arkansas for the McClellan-Kerr Arkansas River Navigation System, two at Russellville and six at Pine Bluff. The work will reduce future maintenance costs by providing controlled locations at each project office for storage of critical spare parts. Work is scheduled to begin in August 2009 and be completed in June 2010.
  • Cooper River Project (Bank Stabilization), SC: On 5 August, the U.S. Army Corps of Engineers, Charleston District, awarded a $1,070,000 contract to Pavkov Construction Co, Inc., of Sumter, South Carolina. The ARRA funds will be used to stabilize the banks of the river where encroachment is jeopardizing access roads and affecting the structural integrity of bridge abutments. This work will reduce future maintenance costs and improve safety. The work is scheduled to begin on 17 August 2009 and completed on 30 April 2010.
  • Chincoteague Bay Channel at Greenbackville, VA: On 5 August, the U.S. Army Corps of Engineers, Norfolk District awarded a contract for $270,000 to JND Thomas Company of Riverdale, California. The ARRA funds will be used to maintenance dredge the Federal navigation channel at Greenbackville, Virginia. Work is scheduled to begin on 15 September and be completed on 1 November 2009.
  • Shortnose Sturgeon Spawning Habitat Evaluation: On 5 August, the U.S. Army Corps of Engineers, Savannah District, awarded a contract for $199,773.92 to Dial Cordy and Associates, Inc., of Jacksonville Beach, FL, to evaluate shortnose sturgeon spawning habitat downstream of U.S. Army Corps of Engineers' reservoirs. The Savannah District, U.S. Army Corps of Engineers operates three large multi-purpose dam and lake projects, and one low-head dam, on the Savannah River. During periods of drought, there is insufficient water in the reservoirs for all authorized purposes/ desired uses in the reservoirs and the river downstream. Potential impacts to fish from reducing the discharges out of the Corps-managed reservoirs during the spring spawning season are a major environmental concern. This investigation would assess the quantity and quality of spawning habitats downstream of the Corps dams. This ARRA funding will allow the Corps to pursue this investigation, gathering information that will enable the Corps to assess potential impacts of reduced river flows on those habitats. Further, evaluating impacts will assist greatly in developing solutions that would protect the shortnose sturgeon, an endangered species. The work is to begin on 4 September and conclude by 4 May 2010.
  • Mark Twain Lake, Perry, MO: On 4 August, the U.S. Army Corps of Engineers Engineering and Support Center, Huntsville, AL, awarded a $4,482,295 contract to John J Kirlin Special Projects, LLC of Rockville, MD, for facilities repair and renewal of the MW Boudreaux Visitor's Center at Mark Twain Lake, Perry, MO. The center has served as welcome center, special event site, field trip destination for thousands of students and meeting place for community organizations and agencies for 20 years. It is also the site of the Northeast Missouri Vietnam Memorial and home to historical, cultural and natural resource displays. The period of performance for this project is 4 August 2009 to 16 July 2010.
  • Palm Beach Harbor, FL: On 4 August, the U.S. Army Corps of Engineers, Jacksonville District, awarded a contract for $2,677,600 ($1,372,390 in ARRA funds) to Great Lakes Dredge and Dock Company of Oak Brook, Ill. The ARRA funds will be used to perform maintenance dredging which will provide an entrance channel 35 feet deep, 400 feet wide and .8 miles long. Work will begin 17 August 2009 and be completed 30 December 2009.
  • Wastewater System Improvements, Rend Lake, IL: On 3 August, The U.S. Army Corps of Engineers, St. Louis District, awarded a $69,424.17 contract to ABNA Engineering, Inc., of St. Louis, MO. This ARRA-funded work includes preparing plans and specifications to enhance wastewater handling capabilities at two heavily used camping recreation areas, the North and South Sandusky Recreation Areas, at Rend Lake, IL. This will result in a more healthy and pleasant recreation experience by upgrading aging facilities. Work is expected to be completed by February 1, 2010.
  • Tillamook Jetty, OR: On 31 July, the U.S. Army Corps of Engineers, Portland District awarded a $16,133,285 contract ($13,649,837 of which was ARRA funds and $2,483,448 FY09 appropriations) to Kiewit Pacific Co. of Vancouver, WA. The ARRA funds will be used to repair the Tillamook north jetty. Work will consist of a 100-foot cap comprised of more than 36,000 tons of stone placed between June and September 2010. The stone, each weighing an average of 35 tons, will be procured and hauled to the site between 15 September 2009 and 30 April 2010. This repair will protect the federal investment in the jetties and help stabilize the navigation channel.
  • Dike Construction at Cow Island, AR: On 31 July, the U.S. Army Corps of Engineers, Memphis District awarded a contract for $3,588,100 to Nelson Inc. of Memphis, TN. The ARRA funds will be used to improve the navigation channel (width) by reducing the amount of dredging needed to keep the navigation channel open in low water. Underwater bendway weirs are constructed in the navigation channel to redirect flows and widen the channel. The increased width improves the safety of navigating around bends. Work will begin 21 September 2009 and be completed in January 2010.
  • Gantry Crane Rehabilitation and Uprating, Webbers Falls Powerhouse, OK: On 31 July, the U.S. Army Corps of Engineers, Tulsa District, awarded a contract for $3, 493,143 to Prairie Breeze Ltd., Eucha, OK, an 8(a) contractor, to upgrade and provide required maintenance for the Gantry Crane at Webber Falls Lock and Dam Power House. The crane provides heavy lift capability needed to remove and perform maintenance on generating equipment installed in the Webbers Falls Power House. The power house contains three slant drive generators providing hydro-electric power to portions of Oklahoma, Arkansas and Texas. Work will begin 30 Aug 2009 with expected completion in August 2010.
  • John H. Kerr Lake, NC & VA project: On 31 July 2009, the U.S. Army Corps of Engineers, Wilmington District, awarded a contract in the amount of $1,076,301, to provide shower house facilities for recreation areas. The contract was awarded to Romtec, Inc. of Rosebud, OR. The prefabricated new facilities will replace deteriorated and inadequate facilities in the lake's public recreation areas, providing better facilities for the public. The facilities will be delivered, erected and installed between 8 September and 8 December, 2009.
  • Wayne Inaccessible Soils, NJ: On July 31, 2009, the U.S. Army Corps of Engineers, New York District, awarded a contract for $850,000 to Cabrera Services, Inc. of East Hartford, CT. The ARRA funds will be used for characterization and spot removal of contaminated soils along the storm sewer pipe under Black Oak Ridge Road. Work will also include packaging and transportation of contaminated materials. This work is in support of planned County infrastructure improvements and will remove any remaining risk to the community and the environment. Work began July 2009 and will conclude in September 2010.
  • Dike Construction at Loosahatchie Bar, AR: On 31 July 2009, the U.S. Army Corps of Engineers, Memphis District awarded a contract for $590,500 to Nelson Inc. of Memphis, TN. The ARRA funds will be used to improve the navigation channel (width) by reducing the amount of dredging needed to keep the navigation channel open in low water. It will also improve safety by developing a more reliable channel for the approach to the Mississippi River Bridge at Memphis. Work will begin 14 August 2009 and be completed in January 2010.
  • Okeechobee Waterway, FL: On 31 July, the U.S. Army Corps of Engineers, Jacksonville District, awarded a contract for $402,186.14 to R&D Maintenance Services, Inc., of Hennessey, OK. The ARRA funds will be used for the centralization of controls at Port Mayaca and W.P. Franklin locks, and for removal and replacement of electronic motors at Ortona Lock. Work will begin 30 September 2009 and be completed 30 December 2010.
  • Rip Rap Landing Habitat Rehabilitation and Enhancement Project, Mississippi River: On 31 July, the U.S. Army Corps of Engineers, St. Louis District, awarded a contract for $319,000 to HDR Engineering, Inc, of Minneapolis, MN. This ARRA-funded work is being conducted as part of the Environmental Management Program in Pool 25 on the Mississippi River between miles 267.0 and 260.5 in preparation for rehabilitating rip rap landing habitat islands. The work is scheduled to be completed by February 1, 2010.
  • Missouri River Hydrological Survey: On 30 July, the U.S. Army Corps of Engineers, Kansas City District, awarded a $502,256 contract to Eisenbraun & Associates of Yankton, SD. The ARRA funds will be used for a hydrological survey of the Missouri River. This was a task order awarded to a small business which will yield environmental benefits to the Missouri River through restoration of more natural processes. Work began 30 July 2009 and will be complete by 31 January 2010.
  • Gathright Dam Flood Damage Reduction Project, VA: On 30 July, the U.S. Army Corps of Engineers, Norfolk District awarded a $260,000 contract to Rocky Hill Contracting, Inc. of Kenbridge, VA. The ARRA funds will be used to revitalize the stilling basin spur road, which is part of the Gathright Dam project in Bath and Alleghany Counties, Virginia. The work is scheduled to begin on 21 August 2009 and be completed by 30 September 2009.
  • Hoskins Creek Federal Navigation Channel, VA: On 29 July, the U.S. Army Corps of Engineers, Norfolk District awarded an $815,000 contract to Southwind Construction Corp. of Evansville, IN. The ARRA funds will be used to dredge the Hoskins Creek Federal navigation channel in Essex County, Virginia. The maintenance dredging will restore safe and unrestricted navigation to the local grain facilities and allow commercial watermen of this small community to access local fishing areas. The work is scheduled to begin on 1 September 2009 and be completed on 30 October 2009.
  • General Edgar Jadwin Dam and Reservoir, PA: On 29 July, the U.S. Army Corps of Engineers, Philadelphia District, awarded a $708,367 contract to Citadel Corp. of Lansdale, Pennsylvania. The ARRA funds will be used to repair or replace damaged concrete at various locations on this 1,255-foot-long dam and reservoir project. The work will maintain the structural stability of the dam, thus continuing to protect life and property of the nearby area. Work is scheduled to begin in August 2009 and be completed in November 2009.
  • Winter Harbor Federal Navigation Channel, VA: On 29 July, the U.S. Army Corps of Engineers, Norfolk District awarded a $533,000 contract to Southwind Construction Corp., of Evansville, IN. The ARRA funds will be used to dredge the Winter Harbor Federal Navigation Channel in Mathews County, Virginia. The much-anticipated maintenance dredging will restore safe and unrestricted navigation to allow commercial watermen of this small community to access the abundant fishing areas of the Chesapeake Bay. The work is scheduled to begin on 1 January 2010 and be completed on 26 February 2010.
  • Prompton Lake, PA: On 29 July, the U.S. Army Corps of Engineers, Philadelphia District awarded a $308,607 to Citadel Corp. of Lansdale, Pennsylvania. The ARRA funds will be used to repair damaged concrete at various locations on this 1,230-foot-long dam and reservoir project. Work is scheduled to begin in August 2009 and be completed in November 2009.
  • Queens Creek Federal Navigation Channel, VA: On 29 July, the U.S. Army Corps of Engineers, Norfolk District awarded a $267,000 contract to Southwind Construction Corp. of Evansville, IN. The ARRA funds will be used to dredge the Queens Creek Federal navigation channel in Mathews County, Virginia. The maintenance dredging will restore safe and unrestricted navigation to allow commercial watermen and charter boat captains of this small community to access the abundant fishing areas of the Chesapeake Bay. The work is scheduled to begin on 1 November 2009 and be completed by 30 December 2009.
  • Beltzville Lake, PA: On 29 July, the U.S. Army Corps of Engineers, Philadelphia District awarded a $26,985 contract to Finch Services, Inc. of North Wales, Pennsylvania The ARRA funds will be used to purchase a slope mower used for grounds maintenance on this 4,200-foot-long earthen dam. The equipment purchase is scheduled to occur in September 2009.
  • Sedimentation Surveys of eight Kansas City District Lake Projects: On 28 July, the U.S. Army Corps of Engineers, Kansas City District awarded a contract for $1,294,252 to Eisenbraun & Associates, Inc. of Yankton, South Dakota. The ARRA funds will be used for sedimentation surveys/studies of eight lakes. This was a firm fixed-price action award to a small business and will benefit the recreating public. Work began on 28 July 2009 and will be completed on 30 September 2010.
  • Flood Risk Management Feasibility Study, IA: On 28 July, the U.S. Army Corps of Engineers, Rock Island District awarded a $1,129,625 contract to Stanley INCA JV of Muscatine, Iowa. The ARRA funded feasibility study will examine various alternatives to manage flood risk along the Cedar River and to arrive at a preferred plan. The study could lead to a project that would reduce the risk of devastating floods for the people of Cedar Rapids. Work is scheduled to begin in August 2009 and be completed in September 2009.
  • Raystown Lake, Hesston, PA: On 28 July, the U.S Army Corps of Engineers, Baltimore District, awarded a contract for $39,414.91 to Wagner's Excavating of Mapleton Deport, Pa. These Recovery Act funds will be used to provide service road maintenance, including culvert cleanouts, the placement of a culvert, reshaping and ditch clearing and stone placement thoughout various service roads on the Raystown Lake facility. Work will begin on 15 August 2009 and be completed by 30 November 2009.
  • Westville Lake Dam, MA: On 27 July, the U.S. Army Corps of Engineers, New England District awarded a $364,852 contract to GEI Consultants of Woburn, Mass. The ARRA funds will be used to conduct foundation explorations at the dam located in Sturbridge, Mass. Work began in July 2009 and will be completed in February 2010.
  • Periodic Inspection of 7 New England Dams: On 27 July, the U.S. Army Corps of Engineers, New England District awarded a $295,837 contract to GEI Consultants of Woburn, Mass. The ARRA funds will be used conduct inspections of the Ball Mountain, Black Rock, Colebrook, Franklin Falls, Hop Brook, North Hartland and Union Village dams. This effort will ensure that all water control structures, including dams, levees, pump stations, and navigation structures, are designed, constructed, and operated safely and effectively under all conditions. Work began in July 2009 and will be completed in February 2010.
  • Raystown Lake, Hesston, PA: On 27 July, the U.S Army Corps of Engineers, Baltimore District, awarded a contract for $119,255.55 to Lion Air, Inc. of Bedford, Pa. These Recovery Act funds will be used to apply herbicide for the removal of invasive plant species on 650 acres surrounding Raystown Lake. Work will begin on 15 August 2009 and be completed by 30 November 2009.
  • Knightville Dam, MA: On 27 July, the U.S. Army Corps of Engineers, New England District awarded a $104,576 contract to Fay Spoffard & Thorndike of Burlington, Mass. The ARRA funds will be used to conduct a hydrogeologic deficiency study of the dam that is located in Huntington, Mass. Work began in July 2009 and will be completed in February 2010.
  • Gaza New Hampshire Earthquake Analysis Project: On 27 July, the U.S. Army Corps of Engineers, New England District awarded a $40,764 contract to S&ME of Richmond, Virginia. The ARRA funds will be used to conduct an analysis of past earthquakes in the New England region. More than 260 earthquakes have been felt in New Hampshire in recorded history with the most memorable quake (Gaza Epicenter) was recorded with a magnitude of 4.7 west of Laconia on January 19, 1982. This analysis will assist seismologists to compute occurrence probabilities for earthquakes in New England ranging from magnitude 4.6 to 6.0. Work began in July 2009 and will be completed on 30 September 2009.
  • Missouri River, Vermillion, SD: on 23 July, the Corps competitively awarded two construction contracts [$1,085,000 and $866,900] totaling $1,951,900 in ARRA funds to Western Contracting Corporation of Sioux City, Iowa. This is a HUB Zone small business. The contracts provide for the construction of sandbar habitat complexes at two locations in the Missouri River above Vermillion, S.D., at river miles 781 and 781.4. The sandbars will provide critical nesting habitat for two birds on the endangered species list, the interior least tern and the piping plover. The sandbars will be built high enough above the water surface to enable normal operation of the upstream system of dams and reservoirs for non-polluting hydropower generation, water supply for utilities, and flows for commercial navigation. Construction will begin 8 September 2009. This date allows for all the birds to begin their annual migration to the southern U.S. that normally begins in mid-August. Construction will be completed by 15 April 2010.
