Minimum Qualifications:

  1. Requires six (6) years of progressively responsible work experience in the full life cycle of application development.  Four (4) years of education may be substituted for work experience on a year‑for‑year basis with a bachelor’s degree in Information Technology, Criminal Justice, or related field.  Two (2) years of education may be substituted for work experience with an associate’s degree in Information Technology.
  2. Requires two (2) years of design and build experience in web and/or client server technology utilizing either .NET or J2E.
  3. Must have experience in analysis and design for small to medium size projects.
  4. Must demonstrate highly effective and professional communication (both written and verbal) with a strong customer service orientation, and interpersonal skills to work with staff, management, clients and outside agencies, and members of the public, and have the ability to motivate others, maintaining effective, harmonious working relationships with co-workers and supervisors.
  5. Must possess strong analytical and problem-solving skills to resolve complex problems quickly, strong organizational and time management skills, demonstrate initiative and follow-through with attention to detail, ability to easily perform multiple tasks at the same time, and be adaptable in a dynamic, fast‑paced environment.
  6. Must possess ability to work independently with minimal supervision as well as in a team environment and demonstrate eagerness and ability to learn new skills.
  7. Ability to maintain a high degree of confidentiality.
  8. Preference will be given to applicants with these listed skills:  MS .NET, MS Reporting Services, MS SQL, XML, Web Services, MS Framework, and Power Designer.
  9. Successful completion of the interview process, reference checks, and standard background and criminal record checks to determine knowledge, skills, and abilities to perform programmer analyst tasks.

Summary of Work:

  1. Provide detail analysis and design by translating business requirements into functional and technical specifications that are used to implement cost‑effective application solutions according to state and agency standards.
  2. Perform application development tasks including:  reviewing and understanding technical/functional specifications, writing programs according to specifications and agency standards, and participating in code reviews.
  3. Perform and coordinate the testing of new applications and modifications to existing applications.
  4. Perform data conversion from old to new applications.
  5. Create, modify, and maintain user and technical documentation.
  6. Provide ongoing application maintenance and support for new and existing applications.
  7. Understand industry best practices and emerging trends to provide recommendations to management.
  8. Perform other duties as assigned.
