Underserved Elderly and Working Poor in
SNAP - FY 2009 Pilots: The
Food and Nutrition Service (FNS) is
soliciting applications to test a range
of approaches for expanding access to
the Supplemental Nutrition Assistance
Program (SNAP) among two underserved
populations-the elderly and working
poor. The FY 2009 cooperative agreements
will be awarded to State agencies
responsible for administering SNAP.
However, FNS anticipates that interested
State SNAP agencies may assemble teams
that include other public, non-profit
and/or private organizations to plan and
implement pilot projects. FNS will also
award and oversee a contract for an
independent evaluation of the pilots.
Elderly
Nutrition Pilot Project:
The Food and Nutrition Service awarded
grants totaling $2.4 million to six
State food stamp agencies to conduct
elderly nutrition pilots from 2002 to
2004. The purpose of these pilots is to
test three different approaches to
eliminate barriers to participation in
the Food Stamp Program by eligible
persons age 60 years and older.
Successful projects increased the number
of participating seniors by 20 to 35
percent in less than 2 years. An

School
Breakfast Pilot Project:
This congressionally-mandated
3-year pilot, which began in school
year 2000-2001 in six school districts,
is studying the impact of the
availability of universal-free school
breakfast on breakfast participation and
measures related to elementary school
students' nutritional status and
academic performance.
WIC
Special Project Grants:
FNS awards WIC Special Project Grants to
be used for "special State projects
of regional or national significance to
improve the services of the
program." In order to meet the
statutory objectives, Special Projects
need to address issues of critical and
timely importance to the WIC program.
