Rwanda
The State Department has issued a final rule, effective Sept. 25, that removes Rwanda from its regulations on prohibited exports and sales to certain countries. This action follows the adoption on July 10 of United Nations Security Council Resolution 1823, which terminated remaining prohibitions on (a) defense exports to non-governmental entities and persons in Rwanda, (b) defense exports to such entities and persons in states neighboring Rwanda if such items were intended for use within Rwanda, and (c) the resale or retransfer of defense items from the government of Rwanda to any state neighboring Rwanda or to persons not in the service of the government of Rwanda.
