OTIS Pilot - OYA Time Tracking Information System
 
OYA staff are participating in a pilot of a new new time tracking system -- OTIS (OYA Time Tracking Information System).  OTIS is being implemented in phases.
 
The OTIS system was designed to move OYA toward an automated employee time tracking system that not only reduces errors resulting from duplicate entry (for example, avoiding overpayments or entering incorrect leave codes), but also expedites the review, approval, and interface process with the Oregon State Payroll System (OSPS).
 
The new system will accommodate entry of daily detail of hours, rather than merely a summary of monthly hours, provide reports sorted by day, location, timesheet codes, and more, to help supervisors manage their staff's schedules. The need to retain paper copies of monthly timesheets will be eliminated since detailed searching will be available online.
 
OTIS is being implemented in phases and currently available only to selected work units.

OYA Staff as Mandatory Reporters
Within its scope of duties, the OYA is committed to protecting the public and, as such, emphasizes public safety and supports the concerns of crime victims. Staff are designated and required, by statute, to be mandatory reporters of instances of suspected child abuse, occurring on the job and in their private lives.   In conjunction with this responsibility, the OYA recognizes that staff carry an additional responsibility to ensure the safety of offenders in its custody.  Whenever abuse is suspected involving an offender under the age of 18, staff will meet the mandatory child abuse reporting requirements. Staff will immediately respond to the safety issues of the offender involved in the situation.   OYA Staff are required to attend annual trainings on Mandatory Reporting.

Employees should rely on media outlets for information about unplanned curtailment of agency operations or closure. The Department of Administrative Services also provides a recorded message about state office closures during inclement weather at 503-373-0850.

This notice is provided under the terms of the SEIU Collective Bargaining Agreement Article 123 Inclement or Hazardous Conditions. Employees in the following classifications/job titles are expected to report to work regardless of inclement or hazardous conditions and are covered by Section 2 of Article 123 …”Employees who are required to report to work by the Employer/Agency shall be in leave without pay status if absent, unless otherwise on authorized leave.”  If your classification / job title is NOT on this list, you are covered by Section 3 or Section 4 of Art. 123, Inclement or Hazardous conditions.

Heavy rains can always be an unwelcome event in Oregon during the fall and winter months. Driving can be treacherous and high water can close some roads. Excess water on roads can increase hydroplaning risk – please, slow down!  Visibility can be limited – keep extra distance between vehicles and take extra care when passing.  Vehicle braking systems may not be the same on all vehicles, so we recommend that you read your vehicle manual.

Resources for Domestic Violence & Sexual Assault
The Oregon Department of Administrative Services (DAS) Human Resources Services Division (HRSD) provides resources, training, and information related to domestic violence and sexual assault.

Mission: "To encourage and reward state employees' creativity and ideas for improved efficiency and effectiveness."
 
The Employee Suggestion Awards Program (ESAP) was originally established in 1955.  ESAP reviews employee suggestions which are recommended for adoption by agencies to determine if the suggestion is eligible for an award under the Program.
 
All Oregon state employees, except those classified as temporary, are eligible to submit ideas that will help state agencies provide better service, more efficient service, and/or increased productivity.
