Abstract:
On June 21, 2001 EPA issued guidelines for Ozone Flex, a voluntary local approach to ozone attainment implemented through an intergovernmental agreement between the local community, state and EPA. Ozone Flex is designed for: (1) areas that currently are designated attainment and monitoring attainment for the 1-hour ozone standard, including areas with maintenance plans; and (2) areas that currently either attain or violate the new 8-hour standard. The Ozone Flex program creates flexibility for areas that voluntarily reduce ozone now -- as opposed to being required to take action as a result of a monitored violation.
