Fish and Wildlife Service biologists work closely with the U.S. Army Corps of Engineers and State Fish and Wildlife Agencies to help develop Federal land and water resource projects that meet the critical needs of local communities and conserve fish and wildlife. The authorities under the Fish and Wildlife Coordination Act, National Environmental Policy Act, and Endangered Species Act provide the mechanisms to ensure fish and wildlife conservation is considered, adverse impacts are addressed, and opportunities to help recover imperiled species are capitalized upon early in Federal project planning by all involved stakeholders.
Corps of Engineers Civil Works projects are authorized by legislation generically referred to as Omnibus Legislation. Projects authorized through Omnibus Legislation include those under regulatory purview of various Flood Control Acts, Rivers and Harbor Acts and, since 1974, Water Resources Development Acts (WRDA).
WRDA legislation provides the Corps with the authority to study water resource problems, construct projects, and make major modifications to projects. WRDA Bills also contain general provisions as well as special study authorizations.
The provisions and contents of WRDA Omnibus Legislation are cumulative and new Acts do not supercede or replace previous Acts. New WRDA add to the original language contents and often amend provisions of previous Acts. Current WRDA legislation is available in the United States Code.
