Participation of Organizations, Agencies & Programs in the National Resource Directory
APPLICABILITY
POLICY
- The NRD has standardized criteria for organizations, agencies and programs to participate in the NRD. These criteria ensure that the organizations, agencies or programs listed in the NRD address the needs of Service Members, Veterans, family members, Recovery Coordinators and Recovery Team members.
- These criteria are uniformly applied and published so that staff and the public are aware of the scope and limitations of the NRD.
- The organizations, agencies or programs listed on the NRD are reviewed on an annual basis, or more frequently if necessary, to ensure that they continue to meet the changing needs of the Service Members, Veterans, their families and personnel from the Recovery Coordination Programs. The criteria used to screen these organizations will be included in the review.
- No product endorsements or preferential treatment is given to any organization, agency or program that is listed in the NRD.
- No payment of any kind is accepted in exchange for inclusion in the NRD.
- The NRD contains hypertext links or pointers to information created and maintained by other public and private organizations. These links and pointers are provided for the user's convenience. The NRD does not control or guarantee the accuracy, relevance, timeliness or completeness of this outside information. Further, the inclusion of links or pointers to particular items in hypertext is not intended to reflect their importance. Moreover, it is not intended to endorse any views expressed or products or services offered on these outside sites or the organizations sponsoring the sites.
- The NRD does not provide information on, or referrals to, any organization, agency or program that:
- Exhibits hate, bias, or discrimination.
- Shares personally identifiable information with vendors or other agents, companies, or services without expressed permission from the Service Member, Veteran, family member, Recovery Coordinator or Recovery Team member who requested or received their services.
- Sells, rents, loans or transfers to any unrelated third parties information on Service Members, Veterans, family members, Recovery Coordinators or Recovery Team members who request or receive their services.
- The NRD reserves the right to deny or remove any resource that:
- Provides misleading information or unsubstantiated claims
- Appears on the annual State Department list of Foreign Terror Organizations
- Conflicts with NRD's mission or violates any NRD policies
PROCEDURES
Organizations, Agencies or Programs
- Organizations, agencies or programs that want to be considered for inclusion in the NRD need to complete the appropriate agreement found on the Participation Policy page of this Web site. Current Agreements include:
- Charities
- Educational Institutions
- Other Not for Profits
- Other Entities
Individual Referrals
- The resource will be helpful to the NRD user
- Content is current and accurate
- Information is directly relevant to the NRD's key audience groups
- The Web site the link accesses is compliant with Section 508 of the Rehabilitation Act of 1973.
General Considerations
All organizations, agencies and programs must meet the following criteria:
- Accessible and applicable to the Service Member, Veteran, family member, Recovery Coordinator or Recovery Team member.
- Relevant, useful and authoritative for Service Member, Veteran, family member, Recovery Coordinator or Recovery Team member.
- Consistent with the government's privacy and security policies for the privacy of personal information.
- Based in the U.S.
Government
If the organization meets any one of the following criteria, it shall be included in the NRD.
- Agencies or programs that are federal government-owned, funded or sponsored.
- Quasi-government agencies created by public sector/private sector partnerships.
- State, local or tribal governments.
Not for Profit
The following validation criteria are for agencies or programs that operate as charities and other philanthropic organizations. Organizations must meet the validation requirements for their category to qualify for inclusion in the NRD.
Charities:
- Granted tax-exempt status under section 501(c) (3) of the Internal Revenue Code and file a Form 990; AND
- Status can be confirmed by a charity watchdog service, Better Business Bureau Accredited Charity Directory or current participation in the Combined Federal Campaign; AND
- Favorable rating was received by watchdog organization (when applicable)
Educational Institutions
- Granted tax-exempt status under section 501(c) (3) of the Internal Revenue Code and file a Form 990; AND
- Listed in the U.S. Department of Education's Database of Accredited Postsecondary Institutions and Programs
Faith Based
Currently, only DoD and VA chaplains and religious services will be listed in the NRD. No applications or referrals will be accepted until later in the Fall of 2009.
Other Not for Profit
- Registered with the IRS as a 501(c) organization; AND
- Service or assistance is provided to needy or disabled Veterans
- Status can be confirmed by IRS; OR
- Status can be confirmed by publicly available service

Other Entities (Groups or organizations that offer services and/or support to Service Members, Veterans and their families)
Other entities must meet the following criteria before being included in the NRD:
- Endorsed by, or formally recognized by and/or partnered with, a government agency as evidenced by public recognition (i.e. listed on a .gov or .mil Web site)
- Affiliated with professional associations or groups pertinent to the service being offered.
- Affiliated with an organization currently listed in the NRD.
