About the Office of the Chief Financial Officer
What Our Office Does
- Office of Budget. OB is responsible for managing EPA’s annual budget process from submission to execution.
- Office of Financial Management. OFM provides policy, reports, and oversight essential for the financial operations of EPA.
- Office of Financial Services. OFS fulfills critical consolidated financial payment and support services for EPA.
- Office of Planning, Analysis & Accountability. OPAA serves as EPA’s lead for performance management, strategic planning, and accountability efforts.
- Office of Resource & Information Management. ORIM serves as the principal staff to the Chief Financial Officer for resource and information management.
- Office of Technology Solutions. OTS assists the Chief Financial Officer through information technology planning, standards setting, and development and deployment of EPA financial management systems.
Provide Agency Financial Services
We manage the Agency's payroll and make payments to EPA grant recipients, contractors, and other vendors. Our office also handles all accounting and financial reporting for the Agency, in compliance with the Chief Financial Officers Act and requirements of the White House Office of Management and Budget and the Department of the Treasury.
Manage Agency Strategic Planning
We coordinate EPA's strategic planning efforts and produce the Agency's Strategic Plan in compliance with the Government Performance and Results Act. The Strategic Plan outlines the Agency's mission and long-term goals; describes how EPA programs relate to those goals; and provides a framework for the Agency's focus on the results of our work.
Formulate and Manage Agency Budget and Annual Plan
We manage the Agency's budget process, developing an annual budget and performance plan that shows the resources being requested for a given year and the annual goals that EPA will pursue with those resources. In compliance with the Government Performance and Results Act, EPA's annual goals relate to the longer-term goals established in the Strategic Plan. Our office is EPA's primary liaison with the Congress on all matters pertaining to the Agency's budget and appropriations.
Develop and Maintain Agency Financial Systems
We are responsible for information technology planning, standard setting, development and deployment of EPA's financial management systems, which support the full range of our office's planning, budgeting, and financial reporting functions. One current project is the replacement of EPA's Integrated Financial Management System.
Produce Agency Performance and Accountability Report
We publish EPA's Performance and Accountability Report, in compliance with the Government Performance and Results Act, as our public statement of accountability. This report summarizes what the Agency has accomplished with respect to the annual goals set in the budget for a given year, incorporating our audited financial statements for that year. It also provides an assessment of the Agency's management controls, as required by the Federal Managers Financial Integrity Act and related legislation on good management in government, as well as other mandates of the White House Office of Management and Budget.
Support Environmental Financing
We support the Agency's Center for Environmental Finance to develop alternative financing methods for environmental needs in communities across the country. We also manage and support EPA's Environmental Financial Advisory Board, a Federal committee composed of leaders from Congress, state and local governments, and the finance and investment banking communities. The Board focuses on environmental, legislative, and taxation issues with particular regard to their impact on local governments and small communities.
Manage Agency’s Working Capital Fund
We manage EPA’s Working Capital Fund (WCF), which provides computer and telecommunication services, Agency postage, Agency accounting system services, and federal employee relocation services. Services are provided to all EPA offices and are available to external Federal Agencies. Information about the WCF may be obtained from the WCF Manager at (919) 541-4521.
