IPO Activities: U.S.-China Integrated Coastal and Ocean Resources Management Program

Overview

This program is a component of the U.S.-China Science and Technology Agreement (1979) and was established in 1998 as a result of recommendations from the White House-Chinese State Council calling for bilateral engagement in coastal and marine management. The program convenes panel meetings biennially during which two-year work plans are developed. Current program focus is on marine protected area (MPA) management and integrated coastal management. Efforts in marine environmental monitoring is an emerging area of interest. In the area of marine protected area management, after establishing three sister marine parks in 1997/98, NOS and IPO has successfully promoted a biodiversity management program funded primarily through the United Nations Development Programme (UNDP) and the Chinese government involving an 8 years/$12 million investment. NOAA is a technical contributor to this project, which includes site based work at two of NOAA’s three sister marine reserves with China. We have also attracted private sector interest to this program- ESRI and YSI have expressed willingness to donate software and monitoring equipment toward the project goals. We are also working to strengthen coastal observations initiatives focusing around an initiative in the Bohai Sea to partner with the Chinese government and the URS Corporation. The goal of this effort is to design a feasibility study on designing an integrated coastal management system. Funding for this is primarily through an award by the US Trade Development Administration. In July 2005, NOAA co-hosted a seven nation ocean policy meeting headed by the NOS AA; a follow-up meeting is scheduled in 2007 in Seoul.

This program primarily seeks to educate, inform, and influence Chinese institutional capacity for applying ecosystem approaches to management.
