When an agency of the federal government develops a regulation, it is generally required to keep a formal record of that process. The record, called a "Docket," includes copies of all public comments the agency received in developing the regulation, copies of all references cited in the regulation, and other relevant information. The Docket is open to the public, which can view and obtain copies of any of its contents.

Materials are available to the public for review and photocopying. The public may view or request Docket material between 8:30 a.m. and 4:00 p.m., Monday through Friday, eastern standard time. (NOTE: There is a charge for photocopying of 15 cents per page if the page count exceeds 100 pages.)
