Aircraft, Ship and Charter FormsThe purpose of the aircraft and ship time request forms is to provide OMAO and the NOAA Fleet Council with the information necessary to schedule the projects the ships and aircraft will support, and which aircraft or ship would best meet the requirements of a specific project. The NOAA Planning, Programming, Budgeting, and Execution System (PPBES) process begins building platform requirements for the planning year three years in advance of the execution year. Formal platform requests should be submitted to the Program Managers prior to the Program Baseline Assessment process each April on the appropriate form (list follows below) with copies submitted to Line Office Fleet Working Group Representatives. Once the requester completes the form and submits it to the Program, the Program Managers validate and prioritize the requirements from an overall NOAA Strategic Plan and Program Outcome perspective. The Program Managers then provide an overview of requests to the Goal Teams for prioritization within the Mission Goal. As additional information becomes available, or as conditions warrant, an updated form specifying the change shall be submitted to keep the Fleet Services Sub Goal Lead, OMAO and the Fleet Council advised of all pertinent facts. When all Goal Teams have completed a validation and prioritization process, Goal Team Leads will work with the Fleet Council to prioritize platform requirements between Goals for Programming. At the conclusion of the Program Baseline Assessment process in June, platform requirements have been captured and copies of the individual platform request forms are provided to the Fleet Services Sub Goal Lead and OMAO for reference and allocation planning. Current platform requirements, requirements gaps determined from the Goal Team prioritization process, and alternatives to meet the gaps are then presented in the Fleet Services Program Baseline Assessment in July. At the completion of the Programming year, Fleet Working Group meetings, convened by OMAO, with representatives from all line offices (NOS, OAR, NMFS, NWS & NESDIS) are held to develop draft allocation plans using the prioritized platform requirements provided in the Planning phase for the Planning Year. Individual project elements ("piggybacks") may be requested on the forms or requested on a previously planned and approved cruise or aircraft schedule. Those projects requiring vessel time should be coordinated through the Chief Scientist of the cruise(s) involved and be fully described in the Project Instructions. Projects requiring flight time should be coordinated through the Principal Investigator and Aircraft Operations Center. All the forms are in Adobe Acrobat PDF format and can be filled in on line and then printed, but they cannot be saved and submitted electronically without the full version of Adobe Acrobat.
