    The Minerals Management Service (MMS) is announcing an opportunity for producers to participate in a production data workshop. The purpose of the workshop is to gather comments and input from a variety of stakeholders and the public.  Additional information about the workshop, registration, and the agenda is available.
    This Production Data Workshop scheduled for December 5, 2006, in Houston, Texas will focus on options for streamlining and improving the collection and dissemination of oil and gas production data.
  • Geothermal Valuation (RIN 1010-AD32, 30 CFR Parts 202, 206, 210, 217, and 218) PDF file

    The MMS is proposing new regulations implementing the provisions of the Energy Policy Act of 2005 (EPAct) governing the payment of royalty on geothermal resources produced from Federal leases and the payment of direct use fees in lieu of royalties. The EPAct provisions amend the Geothermal Steam Act of 1970 (GSA). The new regulations would amend the current MMS geothermal royalty valuation regulations and simplify the royalty calculations for geothermal resources for leases issued under the EPAct and leases whose terms are modified under the EPAct. The new regulations would also amend various related provisions in the MMS rules.
  • Minerals Management Service Request for Public Nominations to the Royalty Policy Committee PDF file

    The Director of the Minerals Management Service (MMS) is requesting nominations for three public representatives to serve on the Department’s Royalty Policy Committee (RPC). These nominations may originate from state and local governments, universities, organizations, or individuals; they may include self- nominations.
  • Reporting and Paying Royalties on Federal Leases on Takes or Entitlements Basis PDF file

    Advance notice of proposed rulemaking and announcement of public meetings.  The MMS requests comments and suggestions to assist us in proposing regulations regarding so-called "takes versus entitlements" reporting and payment of royalties when oil and gas production is commingled upstream of the point of royalty measurement. 
  • Minerals Management Service Panel Discussion Regarding Implementation of the Energy Policy Act of 2005 PDF file

    This notice announces a panel discussion regarding implementation of the Energy Policy Act of 2005 (Act).  The panel discussion, entitled "The Energy Policy Act of '05 -- What Lies Ahead," will be conducted April 25, 2006, in Houston, Texas.  The intent of the panel discussion is to bring together some of the leading experts from the Department of the Interior who are responsible for implementing the provisions of the Act.  Some main topics of discussion will include major provisions of the Act and implementation status regarding alternate energy related issues on the outer continental shelf (OCS); coastal impact assistance; royalty incentives; royalty credits; and streamlined oil and gas permit processing.
  • Notice and Agenda for Meeting of the Royalty Policy Committee PDF file

    The Royalty Policy Committee (RPC) meeting will be held on Wednesday, April 26, 2006, from 8:30 a.m. to 4:30 p.m., CT. The agenda items will include remarks from the Director, MMS, and the Associate Director, Minerals Revenue Management (MRM), as well as updates from the following subcommittees: Coal, Federal Oil and Gas Valuation, Oil and Gas Royalty Reporting, and Indian Oil Valuation. The RPC will also hear an update on the Royalty In Kind program.
  • Indian Oil Valuation Proposed Rule (RIN 1010-AD00, 30 CFR Part 206) PDF file

    Comments and suggestions are requested to assist MMS in proposing to amend its regulations regarding valuation for royalty purposes of oil produced from Indian leases.  This proposal intends to add certainty to Indian oil valuation, eliminate reliance on posted oil prices, and address unique terms of Indian leases.
