The Act (EEOICPA) established a compensation program for individuals who, over the past 50 years, have performed duties uniquely related to the nuclear weapons production and testing programs at Department of Energy (DOE) and its predecessor agencies. OCAS will reconstruct radiation doses by evaluating all appropriate data relevant to which an individual worker or group of workers have been exposed, particularly when radiation monitoring data are unavailable, incomplete, or of poor quality. The data used for the dose reconstructions will be obtained through requests sent to DOE and data search and capture efforts.
2008 Data Search and Capture Efforts for DOE Cases
OCAS along with Oak Ridge Associated Universities (ORAU), the contractor hired to support NIOSH's responsibilities under The Act, have been involved in data search and capture efforts. These efforts are being conducted at various DOE sites and federal and private records storage locations throughout the United States to retrieve radiation monitoring data needed to conduct dose reconstructions.
Listed below are the data search and capture efforts for DOE sites that occurred during 2008. When available, we have included the sites for which information was recovered. The most recent efforts are at the top of the list:

Miamisburg, OH
July 2008
Health Physics and technical reports from the late 1940s and 1950s,
summary instructions for handling Cotter concentrates, and papers
describing polonium production including an analysis of radioactive
impurities were retrieved for the Mound Plant during this data capture
effort. Four boxes of information were reviewed and 34 documents were
retrieved.

- Savannah River Site
Aiken, SC
July 2008
Twenty-four boxes of information and approximately 600 documents were
reviewed. Approximately 450 documents were retrieved on the Savannah River
Site consisting primarily of technical reports and monthly progress reports
from the Health Physics Group and the Works Technical Department.

Kansas City, MO
July 2008
During this data capture effort, 102 boxes of information
were reviewed and 146 documents were retrieved. Reports of
analysis and bioassay sample routing logs, environmental
monitoring reports, and soil and isotopic analysis were retrieved
for the New Brunswick Laboratory; uranium guidelines,
radiological survey results, and characterization results
were retrieved for the Baker Brothers facility; site plan,
low level waste storage disposal records, gamma-ray exposure
rate surveys, and reports of analysis were retrieved for the
Albany Research Center; and sampling data and an activity
safety envelope for remedial action were retrieved for the
Associated Aircraft Tool and Manufacturing Co.

One hundred documents were retrieved for the Mound Plant during
this data capture trip. Technical summary reports, technical
documents for numerous isotopes (e.g., actinium, polonium, cerium),
monthly reports, heat source and Radioisotopic Thermoelectric Generator
status reports, plutonium oxide shipment papers, waste reports, and a
listing of Mound publications were retrieved.

Approximately 25 boxes of information were reviewed.
Radiation survey cards with neutron measurements, tritium
bioassay, special bioassay requests and results, unusual
radionuclides, daily high urine results, urine bioassay, beta
request sheets, and polonium bioassay information were
retrieved for the Hanford facility.

Twenty-three boxes of information were reviewed and 303
documents were retrieved during this data capture trip
such as: shipments of billets to sites from the B&T Metals
facility; progress reports from 1943 and 1945, badge results,
air sampling results, and radium body burdens for the Linde
Ceramics Plant; and film badge and air sample reports from 1945
and 1946, radon breath measurements, reports on medical conditions
including times spent in railroad cars with ores, process
descriptions, and material transfer information for the Middlesex
Sampling Plant.

Neutron surveys; T Plant records and incidents; radiation surveys
for buildings 308, 324, and 69; air samples for 242-T; isolation
reports for building 231; survey logs and forms for building 234-5;

for the Hanford facility. Forty-four boxes of information were
reviewed and several cubic feet of documents were retrieved that
will need to be scanned and declassified.

and a sampling of Atomic Nuclear Propulsion logbooks dating from 1955 for
the General Electric (Evandale) facility; reports on transactions between
the Massachusetts Institute of Technology (MIT) and Vitro Manufacturing
(Canonsburg) facilities; job-specific external monitoring reports, radon
analyses, radiological survey summaries, material transactions, and a
brief history of the Middlesex Sampling Plant.

Thirty boxes of information were reviewed to locate data for the Pantex
Plant. One and a half boxes of documents were retrieved that will be
examined in a more detailed manner to extract information. A broad range
of site-specific documentation with respect to workplace exposures, policies,
procedures, and monitoring results was retrieved. Substantial quantities of
reported radiochemical analyses for Pantex Plant samples provided by Controls
for Environmental Pollution were examined. Copies of typically incident
related examinations by other laboratories such as Eberline and Los Alamos
National Laboratory and numerous personnel dosimeter routine reports by
vendors were requested. In addition, copies of historical radiation safety
policies were obtained.

Technical Documents Used in Dose Reconstruction
If the energy employee's personal radiation information is incomplete, NIOSH will use other sources to estimate the radiation dose. This may involve using technical documents called Site Profiles, Technical Basis Documents, and Technical Information Bulletins. Memorandum of Understanding Between the U.S. Department of Health and Human Services and the U.S. Department of Energy
The Memorandum of Understanding (MOU) serves to set forth the authorities, responsibilities, and procedures between the Department of Health and Human Services and the Department of Energy to conduct statutorily mandated activities required to assist with claims processing under The Act.
