The VAIP is implemented through a Memorandum of Understanding (MOU) between a primary aluminum producer and EPA. The MOU describes the commitments and responsibilities of each party. The general terms of the MOU, which are the same for all the VAIP partners, were developed cooperatively by EPA and the aluminum industry through the Aluminum Association and its PFC Task Force.
Each industry partner agrees to provide information and data used to establish baseline emissions estimates, periodic reports on their activities and estimated emissions reductions achieved. For its part, EPA agrees to overall program responsibilities including:
- Improve the availability and distribution of information relevant to reducing PFC emissions;
- Encourage other aluminum producing countries to endeavor to reduce PFC emissions and to share technical information; and
- Provide recognition to companies participating in the VAIP and inform the public, including other federal agencies and Congress, of reductions made by the Partner under VAIP.
