Oregon Statutes (ORS 183 & 671) authorize the Landscape Contractor Board to adopt rules that clarify and implement the statutory authority provided in ORS 671.510 -671.922. The process that leads to this adoption of rules is as follows:

Amendments and new rules are proposed and formulated by the LCB staff or the Rule Advisory Committe.
Notice of Hearing for the proposed rule change are printed in the Oregon Bulletin.
A Public hearing is held, public comment is heard, and proposed rules are either adopted or rejected by majority vote of the 7 member board.
The adopted rules become law.
