If you are a Financial Assistance Recipient/Awardee, you do not need to logon. Use the Web version of the DOE 241.3 form, "U.S. DOE Announcement of DOE Scientific and Technical Information (STI)" located under E-Link menu option Forms. You must complete the required fields. Please review and print your information carefully before submitting the form. You will not be able to view or edit information once you submit the form. Note: Submitted STI reports should not contain Protected Personally Identifiable Information (PII). See FAQs for full definition.

If you represent a DOE Operations/Field Office: DOE operations/field offices submitting on behalf of their awardees use the Web version for DOE Awarding Office Staff of the DOE 241.3 form, "U.S. DOE Announcement of DOE Scientific and Technical Information (STI)" located under E-Link menu option 241 Forms. The organization's authorized releasing official must ensure the completion of the required fields and release the form and STI report or product to OSTI. An E-Link Access Request is required to access this form. Note: Submitted STI reports should not contain Protected Personally Identifiable Information (PII). See FAQs for full definition.

If you are a DOE Program Office or Major Site/Facility Management Contractor: DOE program offices and Major Site/Facility Management Contractors submitting STI reports can choose to make electronic STI announcement records and electronic STI products available via the DOE 241.1 form, "U.S. DOE Announcement of DOE Scientific and Technical Information" or via batch file. These options are located under E-Link menu option 241 Forms. The organization's authorized releasing official must ensure the completion of the required fields and release the form to OSTI. If you are a DOE Program Office or Major Site/Facility Management Contractor, the following fields are listed on the Search Results screen:

OSTI ID
This is a unique identifier assigned to an announcement record when it is first entered on the Web 241.1 form, or in the batch submission. This ID number stays with the record throughout its life-cycle. NOTE ? If you have editing privileges, the EDIT button appears for each record in this column, OSTI ID. Select the EDIT button when you wish to edit the record shown on the Search Results screen.
TITLE
This is the title of the STI product as entered through the Web 241.1 form, or the title element on the batch submission DTD.
NOTE ? for those who have releasing official authority, select the title when you wish to DELETE the record shown on the Search Results screen. The REMOVE button appears at the bottom of the record whose title was selected.
AUTHOR
This is the author(s) of the STI product as entered through the Web 241.1 form, or the element on the batch submission DTD.
REPORT NUMBER
This is the report number(s) of the STI product as entered through the Web 241.1 form, or the rn element on the batch submission DTD.
CONTRACT NUMBER
This is the DOE Contract/Grant number(s) of the STI product as entered through the Web 241.1 form or the cn element on the batch submission DTD.
SITE CODE
This is the standard abbreviation of the site which submitted the record and the STI product.
STATUS
This is the current location of a metadata record in the process. Possibilities are:
  • Saved ? incomplete 241.1 or 241.3 form saved by submitter or releasing official
  • Submitted to Releasing Official ? completed 241.1 or 241.3 form submitted for review and completion by releasing official
  • Released to OSTI ? completed 241.1 or 241.3 form approved by releasing official and submitted to OSTI
  • Complete ? metadata and STI product match complete and in repository
FULL TEXT
This is the current status of STI product. Possibilities are:
  • Blank ? no electronic STI product exists and none is expected to be uploaded. This would also indicate paper STI product had been sent to OSTI and had not yet been scanned to become electronic.
  • View/Download link ? electronic STI product exists and selecting this link allows you to see the electronic STI product.
  • Attach link ? electronic STI product is expected and would be uploaded by selecting this link.

Exact or partial matches:

No matter what search criteria you use, your results will only include records input by your site.

Edit:


If you are financial assistance recipient/awardee, you may not edit after submitting your information. You should print and review information prior to submitting. Please see Instructions for DOE 241.3 form.

If you are a DOE Program/Operations/Field Office or Major Site/Facility Management Contractor, you may review the status of submitted announcement records and may revise or correct data in a specific record online. You may also delete records. Records can also be revised in the batch submission, but records can only be deleted online. To edit (correct or revise) or delete records online, select the SEARCH/EDIT button.

If you have input authority or releasing authority, you will be able to edit/correct announcement and/or full-text information. To edit a record, select the EDIT button for the record you wish to edit on the Search Results screen. This will bring the record up in the appropriate Web form. The top of the form has two fields. You must fill out one of them. The fields are Revised Announcement and Revised Product. If you are planning to send/submit new full text, select Revised Product. If you are only changing information on the announcement record itself such as author or title or report number, select Revised Announcement. Then change any fields you wish. Only users with releasing official authority can release revised records.

To delete a record, you must have releasing official authority. Find the record through the SEARCH/EDIT button, and then select the title of the record. This will give you a list of all the fields in the record. At the top and bottom of the list is a DELETE button. If you select the DELETE button, a confirmation box will appear. If you select OK, the record and its corresponding STI product will be deleted.

If the record is completed and there is no "In Process" record, you will see a button labeled "Remove Record From E-Link". Selecting this button removes the record from E-Link and all output products.

If the record has completed and there is an "In Process" record, you will see a "Remove ? " button and another button labeled "Cancel Changes". The Remove works as above, the cancel keeps the existing completed record and deletes the "In Process" record, thus canceling changes.

If there is only an "In Process" record, you will see one button labeled "Remove Record From E-Link" which deletes the "In Process" record.

Transmitting via batch file:


For 241.1 announcement information only, you can submit announcement records via batch file. Sites may transmit tagged data along with uploaded full-text files. The XML & FULL TEXT button under UPLOAD FILES brings up a screen for you to upload your 241.1 data in a batch file. The top section of the screen asks for the announcement records filename. You can either enter the filename in the space provided, or select the BROWSE button to select the file from your system. If any announcement records reference electronic full-text files that will be uploaded to OSTI, they must be uploaded at this time. If more than one announcement record is expecting electronic full-text STI products, they must all be uploaded at this time. You can enter the name of the first file at the bottom of the screen, and then select UPLOAD. You can upload as many full-text files as necessary on subsequent screens.

Entering data for the DOE announcement record:


DOE sites may enter data for the DOE announcement record via a Web-based form, with an option to upload the associated full-text STI product.

System Requirements


This application will work in all W3C standards-compliant browsers [exit federal site] and must comply with the priority 1 guidelines of U.S. Section 508 of the Rehabilitation Act, 1998. Users with special needs/accessibility issues should be able to navigate the site reasonably well without using a mouse or a graphical browser. While not required for site usage, enabling JavaScript is recommended to enhance user capabilities.

Note: Submitting your information in Word format may delay the processing system. We strongly encourage you to submit in PDF format.

Software to convert documents to PDF files is available commercially. It should be purchased where you normally purchase software, or from Adobe. There are 3 types of licenses available. Information on them can be found at: www.adobe.com [exit federal site].
