Enhancing 1605b: Key Documents and Links
Update: On April 2, 2007, DOE published in the Federal Register a Final Rule referencing
corrected Technical Guidelines dated January 2007. The corrected Technical
Guidelines became effective 30 days after publication, which was March 2, 2007. The January 2007 Technical Guidelines correct factual and drafting errors, eliminate inconsistencies, update certain
references, clarify intent, and modify or eliminate certain inappropriate calculation methods that were included the March 2006 Technical Guidelines currently referenced by the General Guidelines.
All of the changes made are fully consistent with the General Guidelines published in the Federal Register on April 21, 2006, and DOE’s original intent. In the future, DOE will consider additional
changes to the Technical Guidelines in response to specific proposals or when it conducts the periodic reviews provided for in 10 CFR 300.1(f).

Future Amendments to the Guidelines: In the future, DOE will consider amendments to the guidelines in response to specific proposals or when it conducts the periodic reviews
provided for in 10 CFR 300.1(f). Specific proposals for amendments to the General Guidelines or the Technical Guidelines should be made in writing to Karen Harbert, Assistant Secretary for
Policy and International. Hard copies should be sent to 1000 Independence Ave., S.W., Washington, D.C., 20585, and electronic copies should be sent to:

EIA Forms and Software: The forms and instructions developed by the Energy Information Administration will be modified, as necessary, to reflect the January 2007 Technical Guidelines. DOE anticipates that these modified forms and instructions will be finalized in the near future. In parallel, EIA continues to develop the software necessary to permit web-based reporting under the revised guidelines. At this time, EIA anticipates enabling web-based reporting to begin by September 2007. DOE's Office of Policy and International Affairs intends to review and update the guidelines approximately every three years. In the meantime,
DOE will consider other possible changes only if necessary to correct errors, add new emission inventory methods, or to make other time-critical updates.
