The Texas Department of State Health Services helps fund nearly 137 clinic sites across the state that provide prevention and early intervention of health problems. The Primary Health Care Program (PHC) serves women, children, and men whose income is at or below 150% of the Federal Poverty Level (FPL) and who are unable to access the same care through insurance or other programs. There may be a co-pay for the services provided, but it may not exceed 25% of the total cost of the service. No one is denied services because of an inability to pay.



What is Primary Health Care?
Primary Health Care includes early prevention, early detection and early intervention of health problems. The six priority services provided are diagnosis and treatment, emergency services, family planning, preventive health services, including immunizations and health education, as well as laboratory, x-ray, nuclear medicine or other appropriate diagnostic services.

Secondary services that may be provided are nutrition services, health screening, home health care, dental care, transportation, prescription drugs, devices and durable medical supplies, environmental health services, podiatry services, and social services.

Community health is improved when the physical and emotional needs of women, children, and men are addressed..

Recent Additions: Center for Disease Control and Prevention's HPV website

1. A recently updated HPV Vaccine fact sheet for health care providers is available at: www.cdc.gov/std/HPV/STDFact-HPV-vaccine-hcp.htm.
Please distribute this information widely to providers and colleagues in the field.

2. An interim Vaccine Information Statement (VIS) for HPV vaccine is now posted on CDC's HPV website or or directly at www.cdc.gov/nip/publications/VIS/vis-hpv.pdf . The Advisory Committee on Immunization Practices (ACIP) recommendations are currently under CDC review. Once approved by CDC, the ACIP recommendations will be published in Morbidity and Mortality Weekly (MMWR) and a final edition of the Vaccine Information Statement will be published.
