Charles S. (Charlie) Stone is the agency's Executive Director. A native Texan, Stone was raised in the City of Cuero and graduated from Cuero High School. After serving in Viet Nam as an Army helicopter pilot, Stone attended Southwest Texas State University and graduated with a BS in Criminal Law Enforcement. Mr. Stone served as a Trooper with the Texas Department of Public Safety.

After leaving state service and entering private business for ten years, Stone returned to the public sector as county judge of Refugio County. While serving as judge, Stone was active in the Coastal Bend Council of Governments, ultimately serving as chair of the COG's executive board.

After his judgeship, Stone worked for State Representative Judy Hawley of Portland, Texas for three years as her legislative assistant for the 76th and 77th sessions. Stone also provided staff support to the Texas Rural Caucus.

Mr. Stone joined the Office of Rural Community Affairs in 2002 and was selected as Executive Director in 2004. Mr. Stone can be reached at 512-936-6704 or cstone@orca.state.tx.us

The role of ORCA's nine-member Executive Committee is to guide the development of the agency and to define its policy. The committee is comprised of three appointees each by the Office of the Governor, the Lieutenant Governor, and the Speaker of the House.
