The Commissioner of Insurance considered:
(1) adoption of new subchapter V, §5.9960, proposed by the Texas Department of Insurance, concerning residential property insurance or personal automobile insurance and allowable rate differences for rating territories that subdivide a county.
(2) adoption of new subchapter U, §§5.9940 and 5.9941, proposed by the Texas Department of Insurance, concerning the use of credit information or credit scoring in certain personal lines of insurance.

Considered the approval of proposed manual rates for all types and classes of risks written by the Texas Windstorm Insurance Association (TWIA).

Considered an appeal by Columbia Lloyds Insurance Company concerning the determination of its residential property insurance rates. The purpose of the appeal is for the Commissioner to determine whether to affirm the rate reduction determined by the Texas Department of Insurance under Texas Insurance Code, Article 5.26-1, or whether to order a lesser or a greater rate reduction than the rate reduction imposed by the Department.

Considered appeals by Farmers Insurance Exchange and Fire Insurance Exchange concerning the determination of its residential property insurance rates. The purpose of the appeal is for the Commissioner to determine whether to affirm the rate reduction determined by the Texas Department of Insurance under Texas Insurance Code, Article 5.26-1, or whether to order a lesser or a greater rate reduction than the rate reduction imposed by the Department.

Considered adopting amendments to contracting provisions used by preferred provider organizations and health maintenance organizations, as well as amendments concerning the submission of clean claims to health maintenance organizations and insurers who issue preferred provider benefit plans. These amendments and new sections are the result of enactment of Senate Bill 418 during the 78th Legislative Session.
