Amendment 3, removing the option to submit proposals via Grants.gov for due dates after June 27, 2009.

Amendment 3 removes the option to submit proposals via Grants.gov for program elements with due dates after June 27, 2009.  For each program element so changed, the summary of key information will reflect that this option is not available. This change is reflected in the summary of solicitation and will also be made to postings on Grants.gov.  The Grants.gov posting of ROSES 2009 can be found by searching on NNH09ZDA001N in the Funding Opportunity Number field of the Basic Search.

This change is being made because the Office of Management and Budget (OMB) of the Executive Office of the President (EOP) has asked agencies to employ alternative electronic proposal submission systems to reduce the burden at Grants.gov during the period when proposals associated with the stimulus package are being processed.

  • Program elements with proposal due dates after June 27, 2009, will not be available for submission via Grants.gov.  Proposers should read the "Summary of Key Information" table at the end of each program element to confirm whether or not submission via Grants.gov is permitted [amended April 2, 2009].”
