The FDA's Center for Veterinary Medicine regulates the manufacture and distribution of food additives and drugs that will be given to animals. These include animals from which human foods are derived, as well as food additives and drugs for pet (or companion) animals. The agency publishes a variety of "Small Entity Compliance Guides" on subjects including prohibited proteins, labeling requirements, and other topics.

The manufacturing and packaging process may release pollution emissions into the air:
If the emission are above specified levels, Air Pollution Emission Notice (APEN) is required.
$100 filing fee, $50/hr evaluation fee.

"Feed for Livestock" meaning all materials which are distributed as feed or for mixing with feed for domestic farm and ranch animals such as cattle, sheep, swine, goats, llamas, rabbits, horses, and poultry is exempt from state sales tax. Livestock does NOT include dogs, cats, birds or other animals kept as pets for pleasure or recreation. (39-26-114.6, C.R.S.)
In addition, purchases of agricultural compounds that are consumed by, administered to, or otherwise used in caring for livestock are exempt.

All other product sales, including parts, are subject to sales tax. Contact the Department of Revenue regarding sales tax licensing regardless of whether a business sells retail, wholesale, on consignment or at events.
