A retail food establishment license is required for any outfitter, river-rafting guide, or “dinner rides” leader who prepares food at a fixed base/site of operation. A fixed base/site of operation would include a prearranged location that is already equipped/set up for the level of food preparation to be conducted at the site. Any food handling or preparation, including the slicing of fruit or the repackaging of luncheon meat, at a fixed base/site of operation requires a retail food establishment license.

A retail food establishment license is not required for an outfitter or river- rafting guide who prepares food in the field.
