Fiscal Year 2010 Appropriations Request

Congressman Steve Scalise is publicly listing all information regarding projects he has requested for funding in the fiscal year 2010 appropriations cycle. The projects listed below have not received funding but have only been submitted to the Committee on Appropriations for consideration.

The list includes projects requested of the Congressman by various local and federal governmental entities as well as non-profit organizations. It is possible that many of these projects will not receive funding, but the Congressman is hopeful that the Committee and the relevant federal agencies will consider these requests.


Boys Town Louisiana, 700 Frenchman Street, New Orleans, LA, 70116
Family Services Programs $147,000
This will be a good use of taxpayer dollars because it will expand an integration of the Boys Town Treatment Family Home program & its In-Home Family Services program to serve more at-risk girls & boys (in the juvenile justice system) & their families.

City of Slidell, 1325 Bayou Lane, Slidell, LA, 70460
City Barn Pump Station Flood Gates $628,912
This will be a good use of taxpayer dollars because the existing floodgates need replacement, and if not replaced, the central portion of Slidell is vulnerable to flooding during tidal surge or heavy rain.

Jefferson Parish Department of Emergency Management

Second Harvest Food Bank $4,000,000
This will be a good use of taxpayer dollars because this project will allow the food bank to work with state & federal agencies to provide disaster relief. This project meets the State, Federal, & Local responsibilities to provide critical nutrition & safety services to underserved & low income populations in non emergency & emergency situations.

Mary Bird Perkins Cancer Center, 4950 Essen Lane, Baton Rouge, LA, 70809
Mary Bird Perkins Cancer Center $600,000
This will be a good use of taxpayer dollars because Mary Bird Perkins serves southeast Louisiana, and is heavily focused on cancer outreach initiatives, including life-saving cancer screenings and critical survivorship programs, to expand its services to the medically underserved in St. Tammany, Tangipahoa, and Washington Parishes.

New Orleans Emergency Operation Center,

New Orleans Emergency Medical Services $2,066,000
This will be a good use of taxpayer dollars because it will provide funding will provide a permanent Emergency Operations Center and base of operation for the sole 9-1-1 emergency medical service provider for the city. Secure medication and equipment storage, training areas are needed to better serve the citizens of New Orleans.

Ochsner Health System 1514 Jefferson Highway New Orleans, LA 70121
OHS Reconstitution of Bone Marrow Transplant Program $530,000
This will be a good use of taxpayer dollars because it will fund the development of a laboratory and equipment to collect, test, scan, process and store bone marrow cells.

Parish of St. Charles, 15045 Hwy. 18, Hahnville, LA, 70057
Sewer Lift Stations $903,855
This will be a good use of taxpayer dollars because it will rehabilitate 5 sewer lift stations throughout the Parish to handle the capacity demanded by the residential and commercial consumers the lift stations support. This project will improve the safety, health, and living conditions of citizens, as well as environmental conditions.

Parish of St. Charles, 15045 Hwy. 18, Hahnville, LA, 70057
West Bank Hurricane Protection Levee $1,100,000
This will be a good use of taxpayer dollars because it will provide critical flood protection for residents and infrastructure on the West Bank of St. Charles Parish. Infrastructure on the West Bank of the Parish includes several major industrial commodity, agricultural, and energy manufacturers such as Dow, Occidental Chemical, ADM, and Entergy. US Highway 90, a major thoroughfare connecting regional areas, is routed through the West Bank of St. Charles Parish.

Port of New Orleans, 1350 Port of New Orleans Place, New Orleans, LA, 70130 Mississippi River Baton Rouge to Gulf of Mexico $900,000
This will be a good use of taxpayer dollars because the authorized dredging and maintenance project would provide a minimum 45-foot draft access at the Napoleon Avenue Container Terminal in the Port of New Orleans to enable terminal use by deep draft ships and to allow the Port to remain competitive in attracting and retaining international business.

Port of New Orleans, 1350 Port of New Orleans Place, New Orleans, LA, 70130 Riverfront Cold Storage Facility Lock $16,500,000
This will be a good use of taxpayer dollars because in order to retain the transportation of poultry and other cold storage commodities through the Port of New Orleans, relocation of this cold storage facility from the MRGO to the Mississippi River is critical.

Regional Planning Commission, (MPO for 7 parish region)

Clearview at Earhart Drainage (Jefferson Parish) $8,000,000
This will be a good use of taxpayer dollars because funding is to upgrade transportation & drainage on Clearview Parkway (LA Hwy. 3152) at the interchange area with Earhart Expressway (LA 3139) in Elmwood area of Jefferson.

Regional Planning Commission, (MPO for 7 parish region)
1340 Poydras Street, Ste. 2100, New Orleans, LA, 70112
LA 1088 Interchange (St. Tammany Parish) $9,500,000
This will be a good use of taxpayer dollars because the project entails the construction of a new interchange at I-12 & LA 1088. The Project is needed to alleviate severe congestion along LA 59 & the Mandeville/ Abita Springs roadway networks.

South Tangipahoa Parish Port Commission,
163 West Hickory Street, Ponchatoula, LA, 70454
Port Manchac Bulkhead $100,000
This will be a good use of taxpayer dollars because funding will provide for a bulk-head along the southern end of the facility adjacent to the North Pass Channel. The area is vulnerable to tidal surges & unpredictable/ irregular weather patterns & the damages must be eliminated in order to utilize the facility.

Southeastern Louisiana University,
SLU Box 10784, Dyson Hall, Room 106, Hammond LA, 70402
Economic Development and Community Planning Smart Growth $1,500,000
This will be a good use of taxpayer dollars because Southeastern Louisiana University can expand its initiative to provide economic/ workforce development & community planning/ smart growth assistance to meet the needs of post-Katrina Southeast Louisiana. The facility houses several economic, business development organizations & community planning resources.

Space & Naval Warfare Systems Command (SPAWAR),
SSC Atlantic New Orleans, SPAWAR, Navy
2251 Lakeshore Drive, New Orleans, LA 70145
Integrated Manufacturing Systems 3D Simulation and Modeling project $3,000,000
This will be a good use of taxpayer dollars because a 3D modeling simulation which will allow NASA & DOD to model their manufacturing & testing complexes, facilities, & processes prior to deployment. Modeling prior to development reduces initial costs & minimizes ongoing production.

Space & Naval Warfare Systems Command (SPAWAR)
SSC Atlantic New Orleans, SPAWAR, Navy
2251 Lakeshore Drive, New Orleans, LA 70145
SSC/ITC New Orleans $10,000,000
This will be a good use of taxpayer dollars because funding will sustain critical joint Navy/University information systems research and technology transfer. Funding will update the current operations environment at the SSC/ITC, the infrastructure and suite of hardware is now becoming obsolete and needs to be refreshed with a more up-to-date computer environment.

Space & Naval Warfare Systems Command (SPAWAR)

SSC/ITC New Orleans $20,000,000
This will be a good use of taxpayer dollars because the funds will be used for sustaining critical joint Navy/University information systems research & technology transfer in partnership with the University of New Orleans & local IT small businesses and industry. Funding will update the current operations environment at the SSC/ITC.

Space & Naval Warfare Systems Command (SPAWAR)
Commander, Naval Special Warfare, San Diego, CA, 92135
Alternative SOF Submersible Concept Design Study $1,500,000
This will be a good use of taxpayer dollars because it will fund a new generation submersible, capable of conducting insertion & extraction of Special Operation Forces personnel &/or their payloads. Technology services would be headquartered in Mandeville.

St. Tammany Parish, 21490 Koop Drive, Mandeville, LA, 70471
St. Tammany Chinchuba Regional Retention $700,000
This will be a good use of taxpayer dollars because the Bayou Chinchuba Retention project is a project where an on-line retention pond would be created at the western intersection of Bayou Chinchuba & US HWY 59. The goal is to reduce floodwater heights in order to reduce risk of home, street, & highway flooding in the area of Twin Oaks Subdivision, Oak Island Subdivision, Wing Haven Subdivision, Laurelwood Subdivision, Timber Creek Subdivision, & Pineview Road.

St. Tammany Parish, P. O. Box 628, Covington, LA 70434
Slidell Hurricane Levee Project, $7,000,000
This will be a good use of taxpayer dollars because this project involves an I-wall levee running approximately from Gause Blvd. to an existing earthen levee within existing railroad right-of-way to be raised and connected to an existing earthen levee at Oak Harbor. The benefit is to provide 100 year flood protection for a large portion of the Slidell area greatly reducing property flood loss as well as hurricane related injuries and deaths.

Tangipahoa Parish Sheriff, 156475 Club Deluxe Road, Hammond, LA, 70403
Emergency Response Development Program, $480,000
This will be a good use of taxpayer dollars because Tangipahoa Parish Sheriff's Office will implement a modern physical response system, providing immediate & effective support for federal, state, & local first responders for the protection of life & property.

Tulane University, 6823 St. Charles Ave., New Orleans, LA, 70118
Community Health Worker Training Institute $530,000
This will be a good use of taxpayer dollars because the funding is for the establishment of a Community Health Worker Training Institute as a component of the Tulane/ RAND Center for Health & Society in Louisiana. The Institute will benefit the region in 3 key areas: reduced healthcare costs, increased worker productivity, & job creation.

Biosensors for Defense Applications $2,500,000
This will be a good use of taxpayer dollars because funding for Biosensors for Defense Applications would be used for to assess & prevent the adverse impacts of environmental pollutants & contaminants on DoD operations & training activities for troops, employees, and the general public.

Tulane University, 6823 St. Charles Ave., New Orleans, LA, 70118
Biodefense Vaccines & Peptide Therapeutic Development $3,000,000
This will be a good use of taxpayer dollars because funding for Biodefense Vaccines and Antiviral Therapeutic Development would be used for continued Army/DoD research for biodefense vaccine development.

University of New Orleans, 2000 Lakeshore Drive, New Orleans, LA, 70148
Private Partnership for Charter School Development and Assessment $3,300,000
This will be a good use of taxpayer dollars because the project will continue the work of two universities, one public, & one private, that have partnered in a unique way to ensure that K-12 education in New Orleans is not only improving but serving as an example of quality public education.

Washington Parish Government, 909 Pearl Street, Franklinton, LA, 70438
Emergency Opperations/9-1-1 Multi-Agency Communications Centers $2,585,795
This will be a good use of taxpayer dollars because funding will provide communication services in the event of emergencies. It will provide coordinated electronic, telephone, satellite & radio communications between law enforcement, fire, EMS, hospitals, & Emergency Management agencies.

Washington Parish Sheriff, 1002 Main Street, Franklinton, LA, 70438
Law Enforcement Equipment $291,700
This will be a good use of taxpayer dollars because this project will provide law enforcement equipment (In-vehicle notebook computers & other law enforcement equipment), to provide proactive & reactive law enforcement activities for the safety of citizens & law enforcement officials engaged in law enforcement activities.

West Jefferson Medical Center,
1101 Medical Center Boulevard, Marrero, LA, 70072
Evacuation Connection between Heliport and Hospital $200,000
This will be a good use of taxpayer dollars because funding will construct a connection between the hospital's heliport, located on the north garage, and the hospital. The upgrade is essential, as it provides a means to evacuate patients to the helipad in the event of flooding on the first floor of the hospital. This upgrade will allow for the center to remain open during future storms.

West Jefferson Medical Center,
1101 Medical Center Boulevard, Marrero, LA, 70072
Electrical Generator Upgrades $1,800,000
This will be a good use of taxpayer dollars because it adds funding for the emergency electrical system upgrade add on-site electrical generation capacity to power the entire facility with on-site diesel fuel for up to 7 days. West Jefferson can continue to provide emergency or urgent care throughout this facility.
