Congressman Carson Discusses Consumer Protection Bill

Congressman Carson speaks with constituent Jeremy Warriner, who lost his legs after an accident involving his Chrylser Jeep.  Jeremy's liability claim has been eliminated by the Chrysler bankruptcy, but a bill filed by Carson would ensure that Jeremy and other consumers have their day in court.

Carson: New East Side Community Health Center Can Be a National Model

INDIANAPOLIS – Congressman André Carson issued the following statement today after joining Community Health Network CEO Bryan Mills, Superintendent of Warren Township Schools Peggy Hinkley and dozens of east side community leaders to launch the Jane Pauley Community Health Center, a unique collaboration between Community Health Network and the Metropolitan School District of Warren Township. The new center will provide quality health services to residents, regardless of insurance or income, with an emphasis on integrating medical, dental and behavioral health, along with access to various other social services.
                                                                                                                       
 
“Health care is front and center on the minds of Indianapolis residents and people across this nation. Unfortunately, the debate on health-care reform too often centers on the political winds blowing in Washington. The focus needs to be on real people and real stories in communities.
 
“The fact is a large part of the remedy to the ills of our nation’s health care system can be found by looking at community efforts like the Jane Pauley Community Health Center.
 
“No matter how you feel about health care reform, everyone can agree that too many people go without access to quality, affordable health care—including tens of thousands people in Indianapolis. And sadly, children are a significant part of this underserved population.
 
“Thankfully, families and children on the east side, who simply have gone without much-needed medical care, will find new hope at the Jane Pauley Community Health Center
 
“This center has the opportunity to become a national model for improving community health. Its focus on prevention and proactive care ensures we’re promoting wellness and achieving better health outcomes, rather than merely treating disease and addressing illness after the fact. And the center’s emphasis on holistic care—combining medical, dental and mental health services under one roof—means underserved populations can count on one convenient location for all of their wellness needs. 
 
“I’ll return to Washington in a few weeks as Congress resumes the debate on health care reform. Rest assured, one message I will be taking back with me is the story of a model program getting ready to blossom right here on Indianapolis’ east side.”

Best Prescription for Productive Health Care Debate: Facts, Not Fear

INDIANAPOLIS To ensure constituents have access to factual information about Congress’ efforts to reform the nation’s broken health care system, Congressman André Carson today expanded his Online Health-Care Forum to include a host of easily accessible, detailed information about the current health care bill being debated in the U.S. House of Representatives.
 
Carson’s Online Health-Care forum was launched last month to encourage constituents to both submit and review personal stories about their experiences with the health-care system. The forum, accessible by going to carson.house.gov, has been expanded to include facts about H.R. 3200, America’s Affordable Health Choices Act. The site now features, among other things:
 
·         The full text of the bill;
·         Health-care data and information specific to the 7th Congressional District;
·         Frequently-asked-questions; and
·         A breakdown how H.R. 3200 will be paid for.
 
The online forum also includes a feature called “The Facts and Myths about Health Reform,” which highlights facts about the House bill that directly address the numerous distortions being pushed by the anti-reform lobby.
 
“Health-care reform is one of the most critical issues our nation will ever confront, so it’s vital that constituents are armed with the facts,” said Congressman Carson. “This new expanded feature on my Web site is intended to be a one-stop-shop for the people of Indianapolis to access vital, accurate information about health-care reform and what it means for them and their families.”
 
Carson mentioned the importance of directly addressing the mischaracterizations being painted by opponents of reform.
 
“The health insurance lobby and other anti-reform groups are pouring millions of dollars into a campaign aimed at one thing: scaring people with completely false and ludicrous claims about health-care reform,” Carson continued. “As the late, great Senator Daniel Patrick Moynihan might have said, these groups are entitled to their opinions, but they are not entitled to their own facts.”
 
Congressman Carson said his office plans to update the Facts vs. Myths page as new false claims are brought to light. He asked constituents to continue using the Online Health-Care Forum to email personal stories about their experiences with the health care system, as well as shine a light on any misinformation they come across.
 
To submit a health care story or bring to Congressman Carson’s attention any false claims being made about health-care reform, residents can e-mail the forum at IN07healthcare@mail.house.gov.
 
Constituents looking to review the wealth of information posted about the America’s Affordable Health Choices Act should go to carson.house.gov and click on the “Online Health-Care Forum” button.

Carson Praises Confirmation of Sonia Sotomayor

Washington, D.C. – Today, Congressman Carson issued the following statement after the Senate confirmed Judge Sonia Sotomayor to be the next Associate Justice of the United States Supreme Court by a vote of 68 to 31:
 
                                                                                                           
 
“Today, the Senate made history by confirming Judge Sotomayor to replace retiring Justice David Souter, making her the first Hispanic American and only the third woman to sit on the Supreme Court.
 
“I was extremely pleased to see a bipartisan effort to confirm one of America’s foremost legal scholars.  Through her years of service as federal prosecutor, private sector attorney and member of the federal District Court and Court of Appeals, Judge Sotomayor developed the diverse experience and expert knowledge of our legal system that will allow her to adeptly address some of the most difficult issues facing the American people.  I have no doubt that she will serve in the best traditions of our nation’s highest court.
 
“So today, I offer my most sincere congratulations to Judge Sotomayor and her family as she prepares to be sworn in as the next Associate Justice of the United States Supreme Court. The American legal system and the people of this great nation will be well-served by this experienced, thoughtful leader.”

Carson Congratulates Amtrak Workers as Beech Grove Facility Rolls Out Refurbished Passenger Car

INDIANAPOLIS, INCongressman André Carson issued the following statement after today’s event at the Amtrak maintenance facility in Beech Grove, where Amtrak President and CEO Joseph H. Boardman joined hundreds of Amtrak workers in unveiling a newly refurbished passenger rail car.
 
In March, Congressman Carson joined Vice President Joseph Biden to announce a multi-million dollar investment in the Beech Grove facility funded through the American Recovery and Reinvestment Act. The infusion has created more than 100 new jobs at the local maintenance center, putting Hoosiers to work rebuilding 21 passenger cars, including the one rolled out today, as well as 15 P-40 locomotives.
 
                                                                                                                       

“While we are fortunate to have one of our nation’s finest and most robust Amtrak maintenance facilities right here in Beech Grove, today’s announcement was made possible by the fact we’re home to the most skilled, dedicated workforce around.
 
“Congratulations to the Amtrak workers who made today possible. Make no mistake, this significant economic infusion was earned by these 500 plus workers, some of whom stuck it out through the tough times at the Beech Grove facility, while others were brought back to work after spending weeks or months unemployed.
 
“We still face tough times ahead, but today’s announcement is a testament the opportunities on the horizon. Thanks to our highly-skilled workforce, the 7th District stands ready to be a driving force in this economic recovery. ”

$181 Million Headed to Indy to Kick-Start Production of New Battery, Hybrid Technology

INDIANAPOLIS, INCongressman André Carson issued the following statement after President Barack Obama, while visiting Indiana today, announced a $2.4 billion infusion of Recovery Act funds to support the production of next generation battery and electric vehicle technology. More than $181 million will be invested in Indianapolis, including a $118 million grant award to EnerDel, Inc. for the production of new lithium-ion batteries and a nearly $63 million infusion directed to Allison Transmission to expand its manufacturing operations of hybrid engine systems for commercial trucks.
                                                                                                                                   
 
“With President Obama’s landmark announcement today in Indiana, it’s clear that our great Hoosier state and its skilled workforce are in a prime position to help lead our nation out of this recession.
 
“As the President said, the Recovery Act was designed to not only create jobs in the short-term, but make investments in innovation and technology that will lead to long-term prosperity and growth for decades to come.
 
“That’s what this multi-billion dollar investment represents. This infusion of Recovery Act funds will create ten-of-thousands of well-paying, 21st Century jobs, including many right here in Indianapolis. These are the kind of jobs that will put Hoosiers back to work and lay the foundation for a stronger United States of America to arise from this economic recession.

FRIDAY, JULY 31, 2009
 
Mr. CARSON of Indiana. Mr. Speaker, today I've heard a number of interesting accusations about what this legislation would do if passed. I have heard that the government will sit in board rooms and set caps on pay. But of course my constituents are accustomed to hearing these kinds of false arguments from those who wish to maintain the status quo.

My constituents sent me to Congress to move beyond the status quo of a broken financial regulatory structure. They sent me to enact commonsense reforms like those included in the legislation we're discussing today, Mr. Speaker. They know that average families have cut back, work longer hours, and have saved their money during this crisis. Meanwhile, Wall Street execs have acted irresponsibly and enjoy the lavish compensation packages that have allowed their companies to fail.

So I am proud to be an original cosponsor of this bill that will bring about a new era of responsibility on Wall Street. I encourage my colleagues to do the same.

Mr. CARSON of Indiana. Madam Speaker, I rise today to speak to the urgency of health care reform. I want to share the story of Holly, an Indianapolis woman who has courageously fought and won two bouts with breast cancer. Thankfully, Holly's medical costs were largely covered by insurance. While she praises the care and treatment she received, Holly is rightly worried about the future.

Due to her history of recurring cancer, Holly will be uninsurable if she ever loses her job and, with it, her employer-based health insurance plan. Holly and thousands of people across my district know that the status quo will leave millions more uninsured, in some cases even fighting for their lives.

We must push forward with overhauling our health care system, not only for the 47 million who are uninsured but for the millions more who will be added to these rolls unless we act. Now is not the time for fear-mongering. Now is not the time for political posturing or for narcissistic behavior. We must be Representatives in the true sense of the word and act on behalf of the American people.

THURSDAY, JULY 16, 2009
 
Madam Speaker, I come to the floor to discuss the Young Adults Financial Literacy Act, which I introduced last week to help community organizations provide better financial education to young adults.
 
As our recession drags on, it is clear that many of the problems we now face could have been avoided by better educating people about the financial system.
 
Today, across our country, thousands of young people are getting their first credit card, taking out loans for college and renting their first apartments.
 
Yet statistics show that many of these young adults never learned basic financial skills like budgeting, saving and maintaining manageable debt.
 
My bill will help young people receive the financial education they need—before they take these critical first steps.
 
It will provide grants for the development and implementation of effective education programs—empowering a young generation of consumers at this critical economic time.
 
So, I encourage my House colleagues cosponsor the Young Adults Financial Literacy Act.

FLOOR REMARKS HONORING THE LIFE OF SENIOR AIRMAN ASHTON GOODMAN
WEDNESDAY, JUNE 16, 2009
 
Madam Speaker, I rise today to honor a fallen hero who was laid to rest in my district earlier this month.
 
Senior Airman Asthon Goodman was killed by a roadside bomb in Afghanistan on May 26.
 
Her ultimate sacrifice is a stark reminder of the human cost of war. 
 
However, it is her life that should serve as the shining example of American achievement in Afghanistan.
 
While tasked with protecting vital reconstruction teams, she also worked to win over the hearts and minds of the Afghan people.
 
She regularly mentored Afghan women, providing the tools they needed to stand up against oppression and violence.
 
Because of Ashton, many women are now combating the economic and social conditions that breed terrorism.
 
I ask my colleagues to join me in honoring Senior Airman Ashton Goodman. 
 
Through her support of Afghan women and her sacrifice for the American people, she has represented the best our nation has to offer.

FLOOR REMARKS ON H.R. 2829, THE RECIDIVISM REDUCTION ACT
WEDNESDAY, JUNE 16, 2009
 
Madam Speaker, yesterday I introduced the Recidivism Reduction Act, a bill that will quickly restore federal disability and health benefits to eligible individuals after they are released from incarceration.
 
As a former law enforcement officer, I’ve seen the public safety risks that exist when ex-offenders leave prison without the tools or resources they need—only to commit further crimes that return them to the criminal justice system.    
 
Currently, these benefits are regularly suspended or terminated upon incarceration and take considerable time to be reinstated after an individual is released.
 
Without the health coverage they so desperately need, many newly released individuals cannot fully focus on securing gainful employment and developing a supportive home life.
 
My colleagues should rest assured that this legislation will not provide new benefits to recently released individuals. 
 
Rather, it ensures that individuals receive the timely benefits they need to begin breaking the cycle of recidivism.
 
Join me in supporting H.R. 2829, the Recidivism Reduction Act.

Post-9/11 GI Bill
The Post-9/11 GI Bill, passed by Congress last year, is the most extensive educational assistance program authorized since the original GI Bill was signed into law in 1944. These benefits provide every eligible Veteran, Service member, Reservist, and National Guard member an opportunity to receive an in-state, undergraduate education at a public institution at no cost. Provisions of the program include payments for tuition and fees, housing, and a books and supplies stipend.
