ALTERNATE DISPUTE RESOLUTION: Congress enacted the Administrative
Dispute Resolution Act (ADRA) and Negotiated Rulemaking Act (NRA) in 1990
to assist the federal and private sector in reducing the time cost, inefficiencies
and contentiousness that are most often associated with litigation and
other adversarial mechanisms. :

Conflict Management Guidebook,
developed by the Bureau of Reclamation, is a loose-leaf revisable document
designed to help supervisors, managers, and staff prevent, manage, and
resolve non-productive conflict and disputes. Useful for all types of internal
conflict (e.g., EEO, grievances, labor-management, interpersonal, etc.)
as well as conflicts between organizations and with or among outside groups.
