December 31, 1997: Procedures for Settling Claims; Final Rule

The Office of Personnel Management (OPM) is issuing final rules of procedure for the settlement of claims submitted to OPM for Federal civilian employees' compensation and leave, for proceeds of canceled checks for veterans' benefits payable to deceased beneficiaries, and for the settlement of deceased employees' compensation. On June 30, 1996, the authority to settle these claims was transferred by the General Accounting Office to the Director, Office of Management and Budget, who delegated this function to the Office of Personnel Management. December 24, 1997: Prevailing Rate Systems; Abolishment of Kansas City, MO, Special Wage Schedule for Printing Positions; Interim Rule with Request for Comments

The Office of Personnel Management (OPM) is issuing an interim rule to abolish the Federal Wage System (FWS) special wage schedule for printing positions in the Kansas City, Missouri, wage area. Printing and lithographic employees in Kansas City will now be paid rates from the regular Kansas City wage schedule. December 24, 1997: Retirement and Insurance--Exemption From Continuity of Coverage Requirements for Certain Decennial Census Employees With Dual Appointments; Proposed Rule

The Office of Personnel Management (OPM) is proposing regulations to provide an exemption from continuity of coverage requirements for Federal retirement, health insurance, and life insurance benefits, for certain Federal employees who accept a second appointment to perform intermittent decennial census duties. December 12, 1997: Pay Under the General Schedule; Locality Pay Areas for 1998; Final Rule

The Office of Personnel Management is issuing final regulations to remove the Hartford, CT, and Orlando, FL metropolitan areas from the "Rest of U.S." locality pay area and establish two new locality pay areas in January 1998 corresponding to these metropolitan areas. December 12, 1997: Nonforeign Area Cost-of-Living Allowances Price and Background Surveys; Proposed Collection; Comment Request

The Office of Personnel Management (OPM) seeks comments on its intention to request a reinstatement, with change, of two previously approved information collections for which approval has expired. OPM uses the two collections--a price survey and a background survey--to gather data to be used in determining cost-of-living allowances for certain Federal employees in Alaska, Hawaii, Guam and the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Describes a Demonstration Project which may be implemented by the Warfare Centers beginning on March 3, 1998, under the authority of the National Defense Authorization Act of fiscal year 1995 (P.L. 103-337). December 2, 1997: Cost-of-Living Allowance (Nonforeign Areas)-- Miscellaneous Changes; Final Rule

The Office of Personnel Management is issuing regulations that implement the following four changes in the nonforeign area cost-of-living allowance (COLA) program.
  • Removes obsolete references to hiring authorities no longer in use.
  • Clarifies the application of COLA regulations to two pay systems linked to or equivalent to the Senior Executive Service.
  • Clarifies the application of COLA regulations to employees under other pay systems.
  • Extends nonforeign area post differentials to employees on long- term temporary assignments in the same manner as is provided by the Department of State for employees in foreign areas.

December 2, 1997: Student Educational Employment Program; Interim Regulations with Request for Written Comments

The Office of Personnel Management (OPM) is issuing interim regulations governing the Student Educational Employment Program. The regulations recodify the two components of the Program; implement Executive Order 13024, which permits noncompetitive conversion of certain employees of the Student Educational Employment Program to term appointments; clarify certain definitions; and make related editorial changes to part 315.
