Box Coupon Program Please note: the last day to apply for a coupon or file an appeal was July 31, 2009. The Department of Commerce's National Telecommunications and Information Administration (NTIA) administers the TV Converter Box Coupon Program (Coupon Program), as authorized in the Digital Television Transition and Public Safety Act of 2005. Between January 1, 2008, and July 31, 2009, all U.S. households were eligible to request up to two coupons, worth $40 each, to be used toward the purchase of up to two digital-to-analog converter boxes.
