IMPORTANT

The "Debt Collection Improvement Act of 1996" requires Federal payments to be made by EFT beginning January 1, 1999.   If you do not have an account at a financial institution you will receive an automatic waiver from the EFT requirement until the Treasury Department provides notice that an account meeting its specifications is available to you.  Once these accounts are available, you will be able to decide whether you wish to sign up for one of those accounts or continue to receive a paper check.  In addition, you may chose to continue receiving paper checks for other reasons.

  1. You will be eligible for a financial hardship waiver if receiving direct deposit will cost you more than receiving a check.

  2. If you have a physical or mental disability, or a geographic, language, or literacy barrier you will be eligible for a waiver from the EFT requirements.

We would like to emphasize that no payment will be withheld or delayed for any reason related to the implementation of EFT.
