The Indian Health Service (IHS) is required to submit travel event requests for all group travel involving five or more IHS Federal employees. Travel of five through nineteen employees is approved at the Area level; however, travel of twenty or more is approved by the Department.

In order to process a travel event request, you must first log into the IHS' Login System. This is the same login system that is used throughout the IHS Web site. If you have previously logged into the "My IHS Portal Site," you are ready to use the travel event request system (TERS). If you have not logged into the IHS System yet, you will need to register by filling out the electronic registration form. Your login and password will be sent to you electronically. Once you are logged in, the system will recognize you and allow you access to the appropriate parts of the site. All estimated costs should be calculated using current per diem rates (visit Policy Works' Prescribed Maximum Per Diem Rates for CONUS to get current rates). Indicate what "All Other Costs" will include (e.g., rental cars, hotel taxes, local transportation to/from the airport/hotels, phone calls, gas and parking, meeting room expenses, and faxing/copying). After completing the on-line travel event request form, select an Executive Officer from the list and submit the request. Then, be sure to upload your Excel calculation workbook. The Executive Officer will be notified by e-mail of the new request and it can be tracked from the Requestor's home page.

Each travel event request is first reviewed by the appropriate Executive Officer or his/her alternate. If approved by the Executive Officer, the request will automatically be routed to the appropriate Area Director or the TERS Manager. Requests for five through nineteen travelers will go to Area Directors, and requests for twenty or more will go to the TERS Manager. Each time there is a change in the status of the request, affected individuals will receive system-generated e-mail notifications.

Please note that travel requests must also be submitted for an individual’s travel that exceeds $2,500. In the near future, these requests will also be submitted through the TERS. However, at this time, please continue to submit these requests directly to the IHS Headquarters Travel Staff.
