2 | Match Statement of Objectives (SOO) requirements to contractor qualifications. Select best qualified contractors, taking into consideration past performance on comparable projects. |

3 | Distribute the Statement of Objectives (SOO) and/or other materials to the best qualified vendors and schedule Task Order Competition. | TMA |
4 | Deliver presentations outlining capabilities and project approach. |

5 | Evaluate contractor presentations and reach a consensus on the best qualified contractor. |

6 | Award task order (project) to best qualified contractor based on consensus reached in Step 5. |
