CJ requests are processed by DDTC under procedures established by that office (See 22CFR 120.3 and 120.4). You should contact that office for the specific procedures, but generally, to submit a CJ request, send a letter and supporting documents to DDTC. To avoid delays in the interagency coordination process the Department of State suggests you include nine complete collated sets of the letter and attachments. If you believe that the current jurisdiction of the item is incorrectly assigned, provide an explanation outlining the reasons. DDTC will send copies of the CJ request to appropriate U.S. Government agencies, including Commerce, for review. Upon receipt of recommendations from reviewing agencies, DDTC will make a jurisdiction determination and notify the reviewing agencies. DDTC will provide the applicant with final notification of the decision by letter.
For specific instructions you may contact DDTC by telephone at (202) 663-1282, or via fax at (202) 261-8199. Please make your fax ATTN: PM/DTC/CJ
The term "dual use" is used to identify items that have both commercial and military or proliferation applications. While this term is used informally to describe items that are subject to the EAR, purely commercial items are also subject to the EAR.
