Army Regulations

AR 40-5, Preventive Medicine, July 2005 — establishes measures to protect human health from medically important pest related injury and disease, from occupational exposures to pesticides, and other risks from pest management operations.

AR 40-12, Quarantine Regulations of the Armed Forces, January 1992 — implements current quarantine policies and procedures of the Public Health Service and the Department of Agriculture.

AR 200-1, Environmental Protection and Enhancement, 13 December 2007 — directs the Army to use IPM principles to achieve pest management objectives. This update supersedes and replaces AR 200-5, Pest Mangement, and AR 200-3, Natural Resources — Land, Forest and Wildlife Management.

AR 200-2, Environmental Effects of Army Actions (32 CFR 651), March 2002 — implements NEPA requirements that assess environmental effects of pest management operations.

AR 350-19, The Army Sustainable Range Program, 30 August 2005 — defines responsibilities and prescribes policies for implementing the Sustainable Range Program (SRP) on Army-controlled training ranges and training lands in the CONUS and OCONUS.

AR 608-10, Child Development Services, July 1997 — prohibits the use of herbicides around Child Development Centers.

DA Pam 40-11, Preventive Medicine, July 2005 — outlines the goals of the Army's preventive medicine program, introduces traditional preventive medicine topics including disease prevention and control, covers field preventive medicine and environmental health topics.

DoD Publications

D0D Regulation 4500.9-R-Part V, Department of Defense Customs and Border Clearance Policy and Procedures, Jan 2001 — establishes Department of Defense (DOD) policy, prescribes procedures, defines responsibilities and identifies customs, agricultural and other border clearance requirements for entry and exit of selected countries of the world in support of US forces.

DoD Instruction 4150.07, DoD Pest Management Program, 29 May 2008 — implements policies, responsibilities, and procedures for the DoD pest management program.

DoD Plan 4150.7-P, Plan For the Certification of Pesticide Applicators, September 1996 — specifies procedures for certifying pesticide applicators at DoD installations under FIFRA jurisdiction.

DOD Plan 4150.7-M, DoD Pest Management Training and Certification Manual, April 1997 — specifies standards and procedures for training of all DoD pest management personnel not under FIFRA jurisdiction.

DSCPI Integrated Stored Product Pest Management, 20 June 2002 — establishes procedures designed to protect perishable and semi-perishable subsistence, infestible clothing and textiles, medical items, and wood products from damage, contamination, or loss due to pest infestation.

Out-of-cycle Pesticide Use Request (OCPUR) Form — provides pertinent information on pesticides that an installation wants to use. USAEC Pest Management Record Spreadsheet Form — provides a user-friendly electronic database for recording all reportable data required for pesticide applications on an installation. Drop-down menus for recording pesticide inventories and pesticide applications and automatic calculations for pesticide active ingredients are designed to save time for the Installation Pest Management Coordinator. U.S. Army Pesticide Use Proposal Form (Excel spreadsheet) — documents the pesticides proposed to be used on an installation. USAEC reviews the proposal to validate that the pesticides are registered by the EPA and State and approves them for appropriate use and correct target pest.
