August 28, 1997: Proposed Collection; Comment Request

Announces that the Office of Personnel Management intends to submit to the Office of Management and Budget a request for the clearance of an information collection. The questions are intended to elicit from Federal contractors descriptions of successes in hiring workers directly off the welfare rolls. August 25, 1997: Pay Administration Under the Fair Labor Standards Act; Proposed Rule

The Office of Personnel Management (OPM) is publishing a proposed rule to amend regulations on the Fair Labor Standards Act. The purpose of the majority of the revisions is to make text clearer, standardize terms, change to the active voice, reorganize material for added clarity, insert or revise headings to accurately reflect content, reduce internal cross- referencing, correct typographical, punctuation, and grammatical errors, and use "plain English." The proposed rule also includes guidance published in the sunsetted Federal Personnel Manual (FPM), adds certain work in the computer software field to the professional exemption criteria, adds an exemption for certain pilots, adds the statutory exclusion of customs officers, and includes regulations on child labor and claims and compliance. August 25, 1997: Settling Claims Procedures and Fair Labor Standards Act Pay Administration; Proposed Rule

The Office of Personnel Management is proposing rules of procedure for the settlement of claims submitted to OPM for Federal civilian employees' compensation and leave, for proceeds of canceled checks for veterans' benefits payable to deceased beneficiaries, and for the settlement of deceased employees' compensation. Before June 30, 1996, these claims were settled by the United States General Accounting Office (GAO). However, on that date the authority to settle these claims transferred to the Director, Office of Management and Budget, who delegated this function to the Office of Personnel Management. August 22, 1997: Qualification Requirements (General); Final rule

The Office of Personnel Management (OPM) is issuing final regulations concerning the use of qualification standards. The regulations clarify the use of OPM's Operating Manual: Qualification Standards for General Schedule Positions when considering experience in making competitive service appointments. August 20, 1997: Presidential Management Intern Program; Final Rule

The Office of Personnel Management (OPM) is revising its regulations to clarify the nomination, selection, and employment procedures of the Presidential Management Intern (PMI) Program. The revised regulations also clarify that PMI's do not serve probation when converted to career or career-conditional appointments. Announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for clearance of a revised information collection. The Office of Personnel Management is requesting OMB to authorize emergency processing of approval of the Presidential Management Intern Program Application. August 13, 1997: Submission for OMB Review; Comment Request for Review of a Revised Information Collection: Federal Employees Health Benefits (FEHB) Annuitant Express Open Season Interactive Voice Response System (IVR); Notice

Announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget a request for review of a revised information collection. FEHB Annuitant Express Open Season IVR is used by retirees and survivors to collect information for changing FEHB enrollments, requesting plan brochures, requesting a change of address, requesting cancellation or suspension of FEHB benefits, requesting payment directly to OPM where the FEHB payment is greater than the monthly annuity amount, or requesting a copy of the FEHB Customer Satisfaction Survey results. August 11, 1997: Supplemental Standards of Ethical Conduct for Employees of the Office of Personnel Management; Final rule

The U.S. Office of Personnel Management (OPM) is adopting as final an interim rule published July 16, 1996. This rule supplements, for OPM employees, the executive branch-wide Standards of Ethical Conduct issued by the Office of Government Ethics. August 11, 1997: Fellowship and Similar Appointments in the Excepted Service; Proposed rulemaking

The Office of Personnel Management (OPM) proposes to consolidate single-agency excepted service authorities for filling positions associated with fellowships, internships, residencies, student-stipend, and similar programs by establishing two Governmentwide authorities in their place. August 1, 1997: Proposed Collection; Comment Request for Review of a Revised Information Collection: Forms RI 38-117, 38-118, & 37-22; Notice

In accordance with the Paperwork Reduction Act of 1995, this notice announces that the Office of Personnel Management intends to submit to the Office of Management and Budget a request for clearance of a revised information collection. RI 38-117, Rollover Election, is used to collect information from each payee affected by a change in the tax code (Public Law 102-318) so that OPM can make payment in accordance with the wishes of the payee.
