  • Total Available: $46,288,251

 Major Actions Taken to Date:
  • The Department of Defense (DoD) has obligated $24.2 million during the week ended April 17, 2009 for total cumulative obligations of Recovery Act funds of $46.3 million. The $46.3M in obligations reflects over 75 contracts to non-Federal vendors of which over 90% are identified as small businesses and over half are to Hispanic owned companies.
  • The Department of the Navy has obligated $12.2 million during this week for a cumulative obligation total of $32.4 million. Contracts have been awarded for two Facility Sustainment Restoration and Modernization (FSRM) projects totaling $3.7M and one Research, Development, Test and Evaluation (RDT&E) project for $0.9M. The remaining obligations of $7.6M are to the Naval Facilities Engineering Command for pre/post award contract support on multiple projects.
  • This week the Air Force awarded 34 contracts for $11.9M for a cumulative obligation total of $13.6M. The current week obligations include multiple contracts totaling $4.4M for paving, electrical infrastructure and repairs at Luke AFB, AZ; $3.0M for multiple contracts for painting and repairs at Vandenberg AFB, CA; multiple contracts totaling $2.7M for painting, repairs and paving at Lackland AFB, TX; $1.4M for multiple projects at Sheppard AFB, TX; and multiple contracts totaling $0.3M for projects at Tyndall AFB, FL.
  • The military departments met with the DoD Inspector General (DoDIG) regarding the IG plan to conduct assessments to determine whether DoD and its components are planning and implementing the Recovery Act in accordance the requirements of the public law and OMB guidance. Other DoD IG projects include focusing on the Energy Conservation Investment Program and audits on Military Construction (MILCON) and FSRM projects.
  • The Department completed its initial review of the compliance of DoD ARRA projects with the National Environmental Protection Act (NEPA).
 Major Planned Actions:
  • Army will award its first Recovery Act Military Construction project, components of a Warrior in Transition complex at Fort Bliss, TX on or about April 30, 2009. In addition two Army National Guard Military Construction projects, a storm sewer at Camp Withycombe, OR and a Ready Building for a Weapons of Mass Destruction Combat Support Team in Brooklyn, NY should be awarded by the end of April.
  • Air Force has 133 Military Family Housing Operations & Maintenance FSRM projects being readied for contract obligation award. Many of these projects will be awarded in the next 2 weeks.
  • All services are gathering data in preparation for the April 30, 2009 submittal of the second report to the White House Council on Environmental Quality on National Environmental Protection Act/National Historic Preservation Act requirements.
  • DoD is completing its Homeowner's Assistance Program guidance and expects to publicly announce those guidelines soon.
  • DoD will submit our second FSRM project list for the balance of the remaining projects to Congress.
