  • On May 6th, Energy Secretary Steven Chu and Department of Housing and Urban Development Secretary Shaun Donovan signed a Memorandum of Understanding to streamline and better coordinate federal weatherization programs; these efforts will make it easier for low-income families to weatherize their homes, saving money for working families and creating tens of thousands of new green jobs; see http://www.energy.gov/news2009/7382.htm
  • On May 5th, Secretary Chu announced plans to provide $786.5 million in Recover Act funds to accelerate advanced biofuels research and development and to provide additional funding for commercial-scale biorefinery demonstration projects; see http://www.energy.gov/news2009/7375.htm
  • On May 7th, the Acting Assistant Secretary for Electricity Delivery and Energy Reliability testified before the Senate Committee on Energy and Natural Resources on the Smart Grid, cyber security and the development of interoperability standards; to read her remarks see: http://www.congressional.energy.gov/documents/5-7-09_Final_Testimony_(Hoffman).pdf
  • To successfully review Recovery Act funding applications, the Department has developed an integrated review schedule and are scheduling in 1,500-2,000 reviewers for the summer, drawing on the department, other federal agencies, the national labs, industry groups, and leading colleges and universities
  • The Department has submitted a draft rule to OMB on sections Section 1703 and 1705 of the loan guarantee program of the 2005 Energy Policy Act, as amended by Recovery Act; to read about the program see: http://www.lgprogram.energy.gov/
  • The Department's Inspector General office is conducting on-site reviews meeting with the National Energy Technology Laboratory; visits are being conducted at the Golden Field Office, the Chicago Operations Office, and Oak Ridge National Laboratory
  • The Department is preparing a daily Recovery Act funding and activity report for the Vice President; DOE senior officials continue to meet with the Vice President and senior White House officials to provide updates on activities related to the Recovery Act

 Major Planned Actions:
  • This week, Secretary Chu will join Massachusetts Governor Deval Patrick in Boston to announce $25 million to accelerate development of the state's Wind Technology Testing Center and create hundreds of new jobs in the area; he will also be speaking to students at MIT; see http://www.energy.gov/news2009/7392.htm
  • May 12th marks the closing date for applications for the Weatherization Assistance Program Formula Grants and State Energy Program Formula Grants; states will provide detailed plans in these applications; to view the Funding Opportunity Announcements (FOA) see: http://www.energy.gov/recovery/funding.htm
  • May 13th marks the closing date for applications for the Transportation Electrification FOA for development, demonstration, evaluation, and education projects to accelerate the market introduction and penetration of advanced electric drive vehicles; see http://www.energy.gov/recovery/funding.htm
  • May 19th marks the closing date for applications for the Electric Drive Vehicle Battery and Component Manufacturing Initiative FOA to support the construction (including production capacity increase of current plants) of U.S. based manufacturing plants to produce batteries and electric drive components; see http://www.energy.gov/recovery/funding.htm
  • Public comments for the FOA for Smart Grid Demonstrations and for the Notice of Intent for Smart Grid Investment Grant Program were due May 6th; the Office of Electricity Delivery and Energy Reliability (OE) is working to incorporate these comments and issue final funding announcements; for links to the current announcements see: http://www.energy.gov/recovery/funding.htm
  • Western Area Power Administration's Federal Register Notice regarding the transmission construction program was approved by OMB and it should be published on May 15th
  • DOE is working with OMB to finalize the Recovery Act Agency Plan and Program-Specific Recovery Plans by Friday, May 15th; pending OMB's approval the plans will be available on Recovery.gov and www.energy.gov/recovery
  • The Department is scheduling an announcements for funding geothermal technologies, pending OMB apportionment
  • The Department will be meeting with OMB this week regarding apportionment for the Office of Fossil Energy's R&D funding
  • At the Recovery Act 100-day mark on May 26th, the Department plans to have 100 percent of the Recovery Act funds apportioned, or made available from OMB
  • The Department is working towards a goal to have 50 percent of the Recovery Act funds obligated, or committed to recipients, by Labor Day
  • As of March 17th, the Department is awaiting apportionment from OMB for the Office of Fossil Energy's Recovery Act funding and clearance of several NOIs; once issued, these NOIs will be posted on the DOE Recovery Act funding opportunities page: http://www.energy.gov/recovery/funding.htm
  • The Department has received partial apportionment from Office of Management and Budget (OMB) for its Advanced Research Projects Agency-Energy (ARPA-E, see http://arpa-e.energy.gov/ ); the Department is requesting that OMB apportion the remaining $198 million
  • This week, the Department will send a letter to each Member of Congress, as well as each Governor, providing an update regarding the Department's Recovery Act efforts, including available funding for each state
  • DOE Recovery Office will continue to work with Department of Labor and Department of Education on aligning green job training programs
  • DOE Recovery Office will continue to work with the Treasury Department on the grant program for renewable energy technologies
  • DOE Inspector General will continue collecting risk assessments and mitigation plans from all programs that will receive stimulus funds
  • DOE's Office of Electricity Delivery and Energy Reliability will continue working with the Department of Commerce's National Institute of Standards and Technology to finalize an interagency agreement to develop the smart grid interoperability framework
  • The Department continues to be responsive to increasing requests for speakers by Members of Congress
