Definition
The Remedial Design (RD) is a series of engineering reports, documents, specifications, and drawings that detail the steps to be taken during the Remedial Action (RA) to meet the goals established in the Record of Decision (ROD) and remove the site from the National Priorities List. The RD development phase includes all activities relating to the review and approval of all design efforts, including preliminary, intermediate, pre-final, and final design phase submittals.

Monthly Site Status Summary (Unless Confidential)

is the monthly summary of work done on the site prepared by the Remedial
Project Manager (RPM) during the Remedial Design phase.
22.02 Technical
Progress Report, EPA Contractor
These
are the monthly progress reports or other reports required of the EPA
contractor doing work during the Remedial Design phase. These reports
cover the technical information about work performed. If the report
includes detailed cost information, the cost information should
be filed in Contractor Confidential (CC) [91.01].
22.03 Technical
Progress Report, State Contractor
When
the state is doing the Remedial Design under a Cooperative Agreement,
they often provide EPA with a copy of their contractor's monthly progress
report. This report details the technical work performed, community
relations activities, change orders, problems encountered, projected work
for the next period, and daily reports.
22.04 Technical
Progress Report, PRP Contractor
When
the contractor is hired directly by the PRP to do Remedial Design work,
a monthly progress report must be submitted to EPA. This report
details work performed, community relations activities, change orders,
problems encountered, projected work for the next period, and daily reports.
22.05 Technical
Progress Report, Oversight Contractor
These
are any formal reports filed by EPA's oversight contractor concerning
the Remedial Design work being performed by the PRP or their contractor.
22.06 Sampling
and Analysis Done by EPA
These
are reports summarizing raw data related to any samples taken at
the site by EPA or their contractors and sent to the Contract Lab Program
(CLP), EPA Lab, ARC Lab, etc. for analysis during the Remedial
Design phase. Sampling and Analysis are stored in house until QA/QC
done, then sent to off-site storage; only transmittals, analytical summaries,
and chain-of-custody forms should be placed in the phase/activity file.
Target sheets with the accession numbers of the boxes containing full
packages should be placed with copied documents. The entire packages
will stay intact for off-site storage.
22.07 Sampling
and Analysis Done by State
These

the site by the state or their contractors for analysis during the Remedial
Design phase. Sampling and Analysis are stored in house until QA/QC done,

transmittals, analytical summaries, and chain-of-custody forms should
be placed in the phase/activity file. Target sheets
with the accession numbers of the boxes containing full packages should
be placed with copied documents. The entire packages will stay intact
for off-site storage.
22.10 Statement
of Work
This
is an EPA document outlining work to be performed. This is the technical
direction from the EPA. It also includes an Independent Government
Cost Estimate (IGCE) of the time and costs for each task.
22.11 Contractor
Selection Information
Theses
are any documents related to the selection of a contractor which includes
qualifications information about the contractor and EPA approval as specified
in the Consent Decree for a PRP contractor.
22.12 Workplan
and/or Amendment
A
workplan outlines the approach for studies or activities as submitted
by those responsible for undertaking the work for RD. There is generally
a draft submitted for review and a final based on comments received back.
Following final approval to the workplan, amendments are used to change
what was originally designated or agreed upon. Workplans can include
plans for sampling plans, the Health and Safety plan, Contingency plan,
QA/QC plans, etc. If the workplan is for an EPA contractor and includes
detailed cost information the entire, the Workplan should be filed in
Contractor Confidential [91.01].
22.13 Treatability
Study
This
is a test, study, or sampling and analysis to optimize the required treatment
and/or disposal operations and systems.
22.14 Pilot
Study
This
is a test of the equipment or system to ensure that it is operating properly.
This is considered a sample run. This study can also be referred
to as a bench or scale study.
22.15 Modeling
Study
This
is an investigative technique using a mathematical or physical representation
of a system or theory that accounts for all or some of the known properties.
Models are often used to test the effect of changes of system components
on the overall performance of the system.
22.16 Value
Engineering
These
are documents related to the review of the plans and specifications for
potential cost savings through the replacement or modification of high-priced
design items.
22.17 Remedial
Design Specifications (30%)
This
is a preliminary design that addresses not less than 30% of the total
design and is based on data furnished for this project.
22.18 Remedial
Design Specifications (60%)
If
the design is complex, an intermediate design is submitted for review
when the design is 60% complete.
22.19 Remedial
Design Specifications (95%)
This
is a pre-final design submitted for approval and revisions at 95% completion
of the design. This submittal includes the plan, specifications,
an Operation and Maintenance (O&M) Plan, Quality Assurance Project
Plan (QAPP), and Site Safety Plan (SAP).
22.20 Remedial
Design Specifications - Other
This
is a design submitted for approval and revisions at other stages of completion
of the design. This could be a draft design, 40% complete, 50% complete,
100% complete, etc.

Design Cost Estimate
This
is an estimate of construction costs which is submitted with the final
design. This estimate is used to evaluate bids.
22.22 Remedial
Design Supporting Calculations
These
are worksheets, sketches, and calculations related to design but not covered
in other reports.
22.23 Remedial
Design Final Design
Final
Design documents include specifications, cost estimates, backup calculations,
conceptual designs, etc. All addendum to the final design
will be filed with the final. (Reduced-size copy of drawings are
filed with specifications, full-size are filed in map drawers with cross-references
made). Final or complete design packages include plans, specifications,
O&M plan, QAPP, and SAP. All of the pieces should coordinate.
This is the documentation that is released with the bid package.
22.26 Field
Documentation
Consistent documentation and accurate recordkeeping
procedures are critical to record any data anomalies. Documentation
involved in maintaining field sample inventories and proper chain-of-custody
reports may include the sample identification matrix, sample tag, traffic
report, high-hazard traffic report, SAS packing list, receipt for samples
form, Central Regional Laboratory (CRL) sample data report, shipping airbill,
etc.
