Definition

These are EPA contractor costs containing detailed confidential information not releasable to the public (i.e., labor rate, fee calculations). These are documents relating to EPA's dealing with its contractors. Because of the rate information contained in these documents, they are not releasable under the Freedom of Information Act (FOIA).  It would be an unfair advantage for one contractor to know what another contractor bids on a job.  Correspondence related to contract issues that include detailed cost information should be coded to this phase; but, if the correspondence relates to any of the more specific topics in this section, code it to that number. Also, correspondence related to premature cancellation of a contract should be coded to this phase.

91.01  Contract Proposal with Cost Information
This is a proposal for work to be performed that include costs.  File workplans submitted by EPA contractors here if they include detailed cost information.

91.02  Contract Award with Cost Information
These are documents related to the awarding of a contract for work to be performed that include costs.

91.03  Work Assignment Initiation and Amendments
These are documents related to a work assignment for work to be performed that include costs.  File workplans submitted by EPA contractors here if they include detailed cost information.

91.04  Voucher Information (Including EPA Form 1900-55 Invoices)
These are actual invoices for work performed.

91.05  Cost Estimates During Design
These are estimates of cost made by the contractor during the design phase of remedial work.

91.06  Technical Progress Reports with Cost Information
This is the monthly progress report which consists of technical information related to the work performed as well as cost for that work.  The costs are protected from release.

91.07  Contract Close-Out Documents
These are the documents submitted at the time the contract is closed.  They relate to ending the contract.

91.08  Work Assignment Close-Out Documents
These are the documents submitted at the time the work assignment is closed.

91.09  Deliverables

91.10  General Correspondence
Any correspondence including letters, memoranda, notes, and record of communications generated or received by the EPA.

91.99 Other
