Definition

These are redacted (public) costs for site remediation activities assembled by an EPA Financial Officer.  This package includes cost summaries with backup documentation for costs incurred for work performed at a site.  Often there are several Cost Documentation packages each covering a different time period or type of cost.  The Cost Documentation, Releasable (DP) phase is for the releasable redacted copy.  There should be nothing but the cost documentation package in this phase.  Correspondence related to this topic should be filed in Enforcement, General Correspondence [33.07].  Redacted costs block out confidential information, such as social security numbers, employee's home address and telephone numbers.

Each package should be described by a complete index.  The Index is filed as the first record in the file.  When documents are submitted to the Superfund Records Center as elements of a Cost Documentation Package, they are to be filed together as received, and not removed from that package and redistributed into other phases.  Additionally, records may not be removed from other phases and refiled into DP, or its confidential corollary, Cost Documentation, Confidential (DC).  In the event that records must be duplicated in the DP or DC phases, they should be tagged as copies and cross-referenced to the original in the established phase.
