Florida`s Family Transition Program (FTP), a pilot program in Escambia County (Pensacola) that was launched more than two years before the landmark 1996 federal welfare law, has provided some of the first hard evidence about one of the most dramatic recent changes in welfare
policy: the imposition of time limits on receipt of cash welfare assistance. This six-year study by MDRC concluded that the Florida program increased employment and substantially reduced long-term welfare receipt, and did not find evidence that the program caused severe hardships. But the study also notes that the pilot operated under very favorable circumstances and cautions that time limits might produce different effects elsewhere.
MDRC Senior Research Associate Dan Bloom, the lead researcher on several of MDRC`s groundbreaking studies on the effects of welfare time limits, gives to-the-point, practical advice on this key issue for welfare case

Labor Surplus Area Classifications for Fiscal Year 2001
The annual list of Labor Surplus Area Classifications for FY 2001 are in effect from October 1, 2000 through September 30, 2001, except for the State of Michigan. For Michigan, the FY 2000 Labor Surplus Area Classification effective October 1, 1999, remains in effect temporarily
pending receipt of revised data for that State. FY 2001 Labor Surplus Area classification for Michigan will be issued at a later date pending receipt of revised workforce data from the State.

This bipartisan legislation reauthorizes and amends the Senior Community Service Employment Program authorized under Title V. It also has several enhancements or reforms. First, a performance accountability system is established. Second, the Amendments also strengthen the linkage of SCSEP with the broader workforce investment system. Third, the Amendments improve States` ability to coordinate services to participants by enhancing the planning process relating to SCSEP programs.

Grant Opportunity for Local Areas to Implement Individual Training Account (ITA) Approaches through the ITA Experiment

TEGL NO. 6-00: Customer Satisfaction Results for Services Under Title I of WIA
This guidance letter outlines: 1) the parameters
States are to use in conducting State level customer satisfaction surveys, 2) the formula weights to be used in computing performance for the State American Customer Satisfaction Index (ACSI) scores for participants and employers, and 3) the parameters States are to use in capturing customer satisfaction outcomes at the local level for local performance accountability purposes.
State Negotiated Levels of Performance for Program Year 2000
Section 136(b)(3)(A)(iii) of the Workforce Investment Act requires the Secretary of Labor and each Governor to reach agreement on the expected levels of performance on the core measures and the customer satisfaction indicators for the first 3 programs of WIA. Attached are the State negotiated performance levels for Program Year 2000 which is the first year of performance for most States.
Please note the reported State negotiated levels of performance may vary considerably at times, depending on various factors taken into account during the negotiations process. These factors include differences in economic conditions, the characteristics of participants when the
participants entered the program, and the services to be provided. Consequently, caution should be used in any comparisons of negotiated levels of performance between States.

The passage of the Workforce Investment Act of 1998 (WIA) marked the beginning of a new opportunity to develop a coordinated workforce investment system. State and local governments will be able to craft job training programs to meet identified needs within their own economies.
Local workforce investment services are to be provided through One-Stop delivery systems that will have the ability to respond to changing economic conditions within each local workforce investment area. The TEIN provides information to assist One-Stop service delivery systems in
