The U.S. Department of Labor, Employment and Training Administration (ETA) is soliciting proposals for a rigorous, random assignment evaluation of the Adult, Dislocated Worker, and Youth formula programs established under title I of the Workforce Investment Act of 1998 (WIA). The evaluation will examine these programs' impacts on participants' post-program employment and earnings and their cost effectiveness. The evaluation will compare outcomes of WIA participants to the outcomes of similar individuals who do not receive WIA services.
