IMPORTANT CHANGES TO THE PROCEDURES FOR OBTAINING EUROPEAN UNION (EU) CERTIFICATES
Effective June 17, 2009, FDA will no longer issue EU Export Certificates for fish and fishery products, including certificates for live/raw molluscan shellfish.
In the FEDERAL REGISTER of February 11, 2009, the Food and Drug Administration (FDA) announced the availability of a guidance document entitled "Guidance for Industry: Referral Program from the Food and Drug Administration to the National Oceanic and Atmospheric Administration Seafood Inspection Program for the Certification of Fish and Fishery Products for Export to the European Union and the European Free Trade Association." The guidance provides information for seafood processors and other entities that are interested in obtaining export certificates for fish or fishery products that are to be shipped to the European Union (EU) and the European Free Trade Association (EFTA). FDA also announced that it intends to stop issuing EU Export Certificates after June 17, 2009.
Establishments seeking EU Export Certificates should contact National Oceanic and Atmospheric Administration Seafood Inspection Program (NOAA SIP). Contact information for the NOAA SIP can be found in the Appendix of the guidance document.
Shippers may continue using the certificates provided below until June 17, 2009.
ESTABLISHMENTS WISHING TO EXPORT FISH AND FISHERY PRODUCTS TO THE EU AND EFTA STILL NEED TO APPLY TO FDA FOR INCLUSION ON THE EU EXPORT CERTIFICATE LISTS.
Fishery ProductsThese European Union (EU) Export Certificates are required for Fishery and Aquaculture products as of 24 April, 2006 based on the EU Commission Decision (2006/199/EC) dated February 22, 2006. Instructions for completing EU Health Certificates for Fish and Fishery Products
† Certificates for European Free Trade Association (EFTA) countries: Iceland, Liechtenstein, Norway and Switzerland. For Iceland, Liechtenstein, Norway and Switzerland, standard EU certificates in English are accepted.
Certificates for EU Accession Countries and Non -EU Countries: With the exception of the EFTA countries, only full member EU states can be issued EU Export Health Certificates for fishery/aquaculture products. Neither EU Export Health Certificates, nor country specific health certificates will be issued for EU Accession Countries (none currently, although Turkey is slated to become an accession country in the future) or other non-EU countries. Certificates available to EU accession and non-EU countries include:
