DCL 05-01

Streamlined approval process for State Information Technology (IT) projects that are subject to the requirements of the Advance Planning Document (APD) process.

Part 74 to Part 92 DCL

This is a Dear Colleague letter that is being sent to all DHHS agencies impacted by the transfer/consolidation of grants policy regulations from Part 74 to Part 92. This DCL, which was cleared by both ACF and CMS Office of General Counsel, reaffirms that the provisions of Part 95 are still in effect and that DHHS will follow its long-standing procurement policies encouraging full and open competition to the maximum extent feasible.

DCL-03-16

Guidance on Closing Out a Child Support State Systems Project - Provides guidance to help determine whether to continue, or close, the APD for a statewide Automated Child Support Enforcemnt System, as well as the conditions that must be met for submission of a final or "close-out" APD.

DCL-OSS-97-02

A suggested format for electronic data exchange between State Child Support Enforcement agencies of revised and modified case numbers to allow for synchronization between agencies of newly changed case numbers that no longer match the originally assigned case numbers. It is strongly recommended to ensure the synchronization of electronic data exchange formats between States.

Action Transmittals

OCSE-AT-06-03:

Policy Clarifications Relating to Planning, Design, Development, Installation, and Operation of Automated Systems in the Title IV-D Child Support Enforcement Program. This Action Transmittal (AT) sets forth Federal policy in the most frequently questioned areas of automated system projects and clarifies areas where States have frequently encountered problems and difficulties in interpreting Federal regulations relating to those projects. This AT is being issued to bring up-to-date various policy clarifications related to the acquisition and implementation of automated child support systems. This AT supersedes OCSE-AT-90-11.

This Action Transmittal transmits the August 2000 update of the PRWORA Certification Guide

OSSP-00-01

This Action Transmittal (AT) establishes procedures and new criteria by which the Department of Health and Human Services (DHHS) will, on a limited exception basis, consider approving Federal financial participation (FFP) in State automatic data processing (ADP) equipment and services acquisitions, when a State has failed to obtain DHHS prior written approval in accordance with the requirements of 45 CFR Part 95, Subpart F.

Reduction of the Alternative Penalty for States That Fail to Meet PRWORA Deadline - June 2, 1999. To inform States of the availability of a reduction to the alternative system penalty based on CSPIA performance measures.

OCSE-AT-99-03

APD Guide Addendum - March 16, 1999. This Addendum to the State Systems APD Guide is intended to provide additional guidance regarding the new statutory and regulatory provisions related to statewide automated child support enforcement systems. The original State Systems APD Guide (September 1996) was developed by the Department of Health and Human Services (ACF) in cooperation with the Health Care Financial Administration. The purpose of the Guide was to help States prepare Advance Planning Documents (APDs) and other related procurement documents for information systems supporting the operation of ACF programs.

IM 93-01 - Security Guidelines

In order to assist States in meeting the security requirements of 45 CFR Part 95, This guidance document provides a description of what we consider appropriate for a State to address in its written security summary of findings and determination of compliance with Part 95 requirements. This information is intended as guidance and is not to be used as an outline or checklist. Each State's security program is unique, possessing features necessitated by singular data processing environments.

NOTE: Parts of this IM are obsolete. Revised rules at 45 CFR Part 95, subpart F, published on July 31, 1996, eliminated the requirement for the reporting of state system biennial reviews to HHS. However, this IM contains important information with regard to state systems security which states may find useful.
