AUTOMATED SYSTEMS FOR CHILD SUPPORT ENFORCEMENT: A GUIDE FOR STATES: 2007 Update

The Office of Child Support Enforcement (OCSE) is releasing an updated version of the Guide for States. OCSE developed this Guide to assist the States and Territories as they consider optional enhancements and modifications to their statewide CSE systems.

AUTOMATED SYSTEMS FOR CHILD SUPPORT ENFORCEMENT: A GUIDE FOR STATES: 2000

Revised for PRWORA, April 1999 - updated December 1999 - updated August 2000

This document defines the requirements that States must meet to satisfy provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 [PRWORA], related to child support enforcement program automation. This Guide was originally issued in April 1999. It was updated in December 1999 (Action Transmittal 99-16 dated December 23, 1999). The current update, dated August 28, 2000 (Action Transmittal 00-07) is the second update to the original PRWORA Guide. The April 1999 Guide and the December 1999 should both be considered superseded by the August 28, 2000 update.

The Guide defines the minimum functionality required of child support automated systems and establishes the certification criteria for States' use in meeting all Title IV-D requirements as prescribed by FSA88, PRWORA, and implementing regulations. Program and system regulations form the foundation of The Guide.

States and other interested parties are encouraged to provide input regarding requirements and format for possible inclusion in revisions. Please provide comments via electronic mail to: [rrushton@acf.dhhs.gov]

The OCSE Financial Distribution Test Deck Generator for PRWORA distribution is not available on the Internet. OCSE Action Transmittal 98-15 dated 4/24/99 notified States of the availability of the Financial Distribution Test Deck Generator for PRWORA. Dear Colleague Letter 00-10 dated January 20, 2000 informed the States of the availability of an updated revision of PRWORA Financial Distribution Test Deck Generator, Version 1.03. Version 1.03 updated only the help screens and did not change the distribution scenarios, therefore, earlier versions such as 1.02 are still valid.
