• May 8, 2009 - Notification of State File Processing Suspension

As of May 8, 2009 at 6:00 PM, CMS will experience a temporary delay in processing of State MMA files. Processing is expected to resume May 11, 2009 at 6:00 AM. This delay is the result of MARx end-of-month processing. As a result of this delay, beneficiaries who would have been newly deemed for the low-income subsidy deeming and/or auto/facilitated enrolled during this time and that would have appeared on the May 10, 2009 TRR will instead be transmitted on the May 17, 2009 TRR. However, starting May 12, 2009, data will be available in CMS' systems, and plans may use the Integrated User Interface (IUI) or Batch Eligibility Query (BEQ) to access them.

• April 28, 2009 - May Full-Dual File for MA Organizations and Cost Plans

• April 27, 2009 - Medicare Secondary Payer (MSP) Clarification

There has been a policy change in the way Plans are to report MSP information. The new policy is outlined in the final "45 Day Notice" for 2010 memo entitled "2010 Announcement" released to Plans on April 6, 2009. (The link for the Notice may be accessed in the Related Links Outside CMS section below). This change now supersedes the requirement for Plans to submit the results of membership survey data to CMS via the new transaction code 85 for the 2010 MSP factor. Plans should ignore the information originally outlined in the memo entitled "Announcement of Spring 2009 Software Release" dated January 9, 2009 from Thomas Hutchinson and Alan Constantian regarding the new transaction code 85.

Since CMS has already calculated your 2009 MSP plan level factors and they are in use, there is no need to submit data on the new transaction code 85. Anything submitted will be ignored by the system. The Coordination of Benefits (COB) process as outlined in the "45-Day Notice" is the process that will be used for 2010 and going forward.
