Basic Information
The purpose of the IUR program is to collect quality screening-level, exposure-related information on chemical substances and to make that information available for use by EPA and, to the extent possible, to the public. The IUR data are used to support risk screening, assessment, priority setting and management activities and constitute the most comprehensive source of basic screening-level, exposure-related information on chemicals available to EPA.
The IUR regulation requires manufacturers and importers of certain chemical substances included on the TSCA Chemical Substance Inventory to report site and manufacturing information for chemicals manufactured (including imported) in amounts of 25,000 pounds or greater at a single site. Additional information on domestic processing and use must be reported for chemicals manufactured in amounts of 300,000 pounds or more at a single site. EPA uses the IUR data to support many health, safety, and environmental protection activities. Processing and use information reported in 2006 will help EPA, other Agencies, and the general public to readily screen and prioritize chemicals for the purpose of identifying potential human health and environmental effects.
Certain non-confidential data submitted previously under the IUR regulation are available for public use; see IUR Data. Please note that, prior to the 2003 amendments (i.e., reporting from 2002 or earlier), information was collected for only organic chemicals that were manufactured (including imported) in amounts of 10,000 pounds or more, and was limited to more basic manufacturing information such as production volume.
IUR Reporting
- Businesses required to comply with the IUR regulation should have a thorough understanding of the TSCA Inventory and the criteria used to determine the listing of a substance on the TSCA Inventory.
- Information from calendar year 2005 was reported during the 2006 IUR submission period, which ended on March 23, 2007.
- The 2003 IUR Amendments were in effect for the 2006 IUR submission and will be for any subsequent IUR submissions.
- The next reporting will be from June 1-September 30, 2011 for chemicals manufactured during the calendar year 2010.
History
- In 1977, the EPA promulgated a rule under the Toxic Substances Control Act (TSCA) section 8(a), 15 U.S.C. 2607(a), to compile and keep current an inventory of chemical substances in commerce in the U.S. This inventory is called the TSCA Chemical Substance Inventory (TSCA Inventory).
- The 1986 regulation required chemical manufacturers (including importers) to report to EPA every 4 years the identity of and basic manufacturing information for organic chemical substances manufactured (including imported) in quantities of 10,000 pounds or greater annually at each plant site they own or control.
- In 2003 and again in 2005, EPA amended the IUR, expanding the range of chemicals and plant sites reporting, expanding the type of data reported, raising the production volume threshold that triggers reporting, and making certain further adjustments. Under the new IUR requirements, every five years beginning in 2006, manufacturers and importers producing 25,000 pounds or more of a reportable chemical substance must report the identity of the chemical substance and basic manufacturing information. Additionally, manufacturers and importers producing 300,000 pounds or more must also report basic domestic processing and use information.
