Household Hazardous Waste Management

Unused household products that contain corrosive, toxic, ignitable, or reactive ingredients are considered to be "household hazardous waste." Products, such as paints, cleaners, oils, batteries, and pesticides, that contain potentially hazardous ingredients require special care when you dispose of them.

Household Hazardous Waste Management: A Manual for One-Day Community Collection Programs (PDF) (3 pp, 366K). This handbook focuses on one-day household hazardous waste drop-off programs. Other types of household hazardous waste collection programs are not discussed in detail.
Funding for Household Hazardous Waste Programs for Tribes
Hazardous Waste Grant Program
Description: The Hazardous Waste Grant Program for Indian Country provides capacity building grants to federally recognized tribes and tribal organizations. Its goal is to encourage comprehensive integrated hazardous waste management practices that are protective of human health and the environment by:
- building tribal capacity for developing and implementing hazardous waste activities;
- developing tribal organizational infrastructure;
- achieving economic sustainability of tribal hazardous waste programs; and
- building partnerships among tribes, federal agencies, states and local communities.
Cycle Dates: Proposals usually due in the summer.
Award Amount: Individual awards can be up to $79,500. Approximately 4 grants are awarded each year.
EPA – Region 9 General Assistance Program Grant
Lead acid battery illegally dumped on tribal land. Household hazardous waste, when improperly managed, can pose a threat to human health and the environment
Description: The General Assistance Program (GAP) can fund household hazardous waste implementation projects.
Cycle Dates: Announcement is generally available at the end of October, with initial proposals due to the EPA Regional office at the end of January.
Award Amount: Funds available range by project type.

EPA – Region 9 Resource Conservation Funds Program
Description Funds can support development of household hazardous waste management plans and codes, hazardous waste reduction plans, community outreach and education programs, waste management feasibility studies, and pilot projects to develop sustainable integrated waste management programs, including household hazardous waste collection projects. Funds typically fund a new position, contractual assistance, supplies and outreach materials, travel, and training assistance. Funds generally cannot be used to purchase capital equipment or cleanup contaminated sites.
Cycle Dates: Solicitation is generally available by the end of January, with proposals due at the end of March each year.
Award Amount: Individual awards typically range from $20,000 - $60,000. Approximately 3 or 4 grants are awarded each year.
California Integrated Waste Management Board – Household Hazardous Waste & Used Oil Grants 
Description: The Household Hazardous Waste grants are available to help local governments establish or expand HHW collection programs. California Indian reservations and rancherias with direct responsibility for HHW management are eligible. California Integrated Waste Management Board also offers used oil collection grants.
Cycle Dates: Applications are due in the Spring.
Award Amount: Individual awards typically range from $50,000 - $150,000.
Arizona Department of Environmental Quality – Waste Reduction Assistance Grants
Description: Waste Reduction Assistance (WRA) program funding is awarded to projects devoted to waste reduction, recycling, and composting. WRA projects may include new recycling collections, household hazardous waste collections, electronics recycling programs, mulching or composting operations, material processing operations and manufacturing facilities that use recycled material as a feedstock. Capital improvements to expand existing programs of these types may also be proposed. Eligible applicants include private companies, non-profit organizations and political jurisdictions of Arizona communities that contribute to the recycling fund through landfill disposal fees.
Cycle Dates: Request for Proposals will be released around February of each year.
Award Amount: Individual awards typically range from $10,000 - $200,000.
