The MICC Center-Fort Bragg and USAEC released two "DRAFT" Request for Proposals (RFPs) for Natural Resources Services and Cultural Resources Services on August 3, 2009 and welcome feedback from potential offerors. The "DRAFT" RFPs can be found at the Army Single Face to Industry (ASFI) Acquisition Business Web Site or by clicking Natural Resources or Cultural Resources. A Pre-proposal Conference hosted by USAEC and the MICC Center-Fort Bragg is scheduled for August 25, 2009 at the Doubletree Hotel, San Antonio Airport, 37 NE Loop, San Antonio, TX. Use the form below to register for the event. All questions to be addressed at the Pre-proposal Conference must be received no later than August 12, 2009. Questions submitted after August 12, 2009 will be reviewed by the Government to facilitate drafting the final RFPs. However, responses to questions received after August 12, 2009 may not be provided nor posted to the ASFI website.

The U.S. Army Environmental Command (USAEC) is planning to adjust the contract capacity for the Management and Professional Services requirement from what was previously presented at the Industry Day events. The anticipated Program Ceiling has been adjusted from $200M to $85M. The requirement is currently in the acquisition planning stage and the Government anticipates posting the draft RFP during FY10.

Background

Strategic sourcing is the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently. Strategic Sourcing will help increase efficiency and savings to ensure that our Soldiers today — and the Soldiers of the future — have the resources necessary to maintain their readiness.

The Office of Management and Budget issued a directive May 20, 2005 that requires each federal agency and department to implement strategic sourcing, identify commodities for strategic sourcing and then report annually on progress. See the OMB Web site.

The U.S. Army Installation Management Command (IMCOM) implemented a strategic sourcing analysis of environmental services in FY 2007. IMCOM has chosen to implement many of the key findings from the analysis by establishing national indefinite delivery/indefinite quantity contracts that will allow IMCOM to more effectively contract for its environmental services. These include

  • Cultural Resources
  • Natural Resources

This strategic sourcing initiative is intended to improve environmental performance, ensure a consistent approach to environmental requirements, reduce the amount of time to award contracts and reduce contract costs.

IMCOM currently is in the planning stages of this acquisition process.

Environmental Compliance Request for Proposal CLOSED

The MICC Center-Fort Bragg and USAEC released the Request for Proposal (RFP) on February 19, 2009. The RFP was available on the Army Single Face to Industry (ASFI) Acquisition Business Web Site. An amended RFP was posted to ASFI on March 17, 2009. A second amendment and attachment was posted to ASFI on March 24, 2009. Proposals were due to the MICC Center-Fort Bragg by March 27, 2009 as outlined in the Amended RFP.

The MICC Center-Fort Bragg and USAEC released a "DRAFT" Request for Proposal (RFP) on November 17, 2008. The "DRAFT" RFP was available on the ASFI Acquisition Business Web Site until February 19, 2009 when it was replaced by the formal RFP. A Pre-proposal Conference hosted by USAEC and the MICC Center-Fort Bragg was held December 16, 2008 at the Baltimore-Washington International (BWI) Airport Marriott.

The Briefing Slides include MICC and USAEC responses to frequently asked questions from the input provided before December 5, 2008. Responses to specific questions received before and during the Pre-proposal Conference are captured in the Response to Questions. The Summer 2008 edition of the IMCOM Journal includes an article on Strategic Sourcing of Environmental Services. The article explains why the Installation Management Command (IMCOM) is pursuing the strategic sourcing process, what steps are involved, and where we are going next in the area of environment. It also provides examples of how USAEC is already using strategic sourcing concepts successfully in Cultural Resources, Environmental Cleanup, and the Military Munitions Response Program.

Revised Environmental Compliance Contract Capacity

The U.S. Army Environmental Command (USAEC), in partnership with the Mission & Installation Contracting Command (MICC) Center-Fort Bragg, is planning to adjust the contract capacity for the Environmental Compliance Suite from what was presented at the Industry Day events. The anticipated Program Ceiling has been adjusted from $230M to $130M. Anticipated contract awards would be 5-6 awards in the small business suite and 3 awards in the unrestricted suite. The strategy discussed below for both a small business suite and an unrestricted suite has not changed. Program Ceilings for the other three enterprise areas have not changed.

Revised Strategy for Environmental Compliance & Management/Professional Services

The U.S. Army Environmental Command, in partnership with the MICC Center-Fort Bragg, is planning to introduce a full and open suite to the Environmental Compliance and Management/Professional Services requirements due to a concern over the number of small businesses that submitted viable capability statements in support of these two requirements. Given that small business participation remains a key consideration for this acquisition, the planned full and open suite will have restrictions relative to its use. Competition for task orders below a certain dollar threshold will be restricted to small businesses. Task orders above the threshold would be open to competition from the contractors in both the small business suite and the full and open suite. Small businesses would not have to comply with FAR Clause 52.219-14 limitation of subcontracting on task orders competitions where the full and open suite awardees are permitted to compete. The contractors from the full and open suite would be permitted to compete on task orders below the identified thresholds only if adequate competition or reasonable pricing was not obtained from the small business suite (as demonstrated by actual task order competitions). This approach ensures that small businesses will be provided the fair opportunity to compete on all task orders issued under these requirements.

Industry Day

A second industry day was held on June 3-4, 2008 in Denver, CO.

This industry day was designed to encourage small and large businesses in the Cultural Resources and Natural Resources industries to attend and learn more about IMCOM´s Strategic Sourcing initiatives. IMCOM is seeking information to help determine the acquisition strategy for these media requirements and ideally would like to promote opportunities for small business development. Government representatives presented general information about the acquisitions and requirements for the capability statements to all attendees. Time was set aside for one-on-one discussion with small and large businesses.

It has been determined that a second Industry Day for the Environmental Compliance and Management and Professional Services acquisition strategies is not needed. Please check this page regularly for announcements regarding these other contracts.
